The Chief Operating Officer is responsible for providing leadership, management and vision necessary to ensure that the company has the proper operational controls, administrative and reporting procedures, and systems in place to effectively grow the organization and to ensure financial strength and operating efficiency. The position accomplishes this through a respectful, constructive and energetic style, guided by the goals and objectives of the organization. The COO will oversee all Portfolio Managers and Project Managers and their activity, issues and assess risks. This position will ensure the company has administrative and reporting procedures in place for all required reporting to the government and to company leadership. This executive role ensures the organization operates successfully financially and operates efficiently.

Responsibilities:

  • Responsible for OSC’s business units, including the fulfillment of all program deliverables, the development and implementation of operational standards, processes, and procedures, meeting all financial metrics, and supporting the strategic growth of the enterprise
  • Contributes as a senior leader on the Company’s executive team to the development and execution of strategic planning efforts, including participation with substantial expected contribution at senior management review and planning sessions
  • Collaborates with the Chief Growth Officer and Chief Administrative Officer on top and bottom-line targets for revenue and profitability, as well as Gross and Net Margins against targets for awarded contracts.
  • Responsible for briefing Operations results to the parent company on a routine basis.
  • Works with the Chief Plans Officer to ensure reporting data is compiled by the Capture and Accounting Teams for assimilation into proper reporting.
  • Oversees all business units and key programs via Program and Project Managers.
  • Provides guidance, resources, and professional development to Program Managers.
  • Delivers financial targets from all business units and programs.
  • Develops and oversees all operational procedures, policies, and systems, and synchronize all support functions to deliver on program commitments
  • Oversees and continuously improves quality assurance on all program deliverables.
  • Supports and provides data and input required for all OSC’s quality certifications under the QMS program, administered by the Chief Compliance Officer
  • Provides guidance to the HR Director to support human capital development programs that promote performance, build a culture of excellence, and reacts quickly to employee or employment issues.
  • Effectively and efficiently manages staff, including ensuring proper training, determining standards of performance and fostering a cooperative working environment.
  • Participates in the execution and integration of acquisitions, joint ventures, teaming, as well as internal research and capability development
  • Provides day-to-day leadership and management to foster knowledge of and support of the mission and core values of the company.
  • Fosters a success-oriented, accountable environment within the company.
  • Responsible for program and project level reporting, driving the company to achieve and surpass sales, profitability, cash flow and business goals and objectives
  • Spearheads the development, communication and implementation of effective growth strategies and processes.
  • Responsible for developing and executing organic growth strategies that achieve a minimum of 10% YoY growth. Growth percentages and targets are subject to change based on guidance provided in the annual operating plan.
  • Collaborates with the management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the growth objectives of the organization
  • Motivates and leads a high-performance management team; attract, recruit and retain required members of the executive team not currently in place; provide mentoring as a cornerstone to the management career development program
  • Acts as lead "client-care and relationship manager" through either direct contact with clients and partners or working through assigned Program and Project Managers
  • Professionally represents the organization with clients, investors, and business partners
  • Performs other tasks as required by OSC leadership and the Government contracting office

Required Qualifications/Education and Experience:

  • Bachelor's degree or equivalent in relevant business, technical, or professional fields
  • Ten or more years of organizational operational experience, preferably working in a Federal contractor
  • Possess hands-on and a deep understanding of financial reporting, government contracting, and budgetary discipline
  • Interest and ability to work in an entrepreneurial, highly collaborative, and hyper-responsive environment
  • Prior experience executing major contracts, business units, and/or company operations
  • Experience and relationships with the federal market with the ability to translate company capabilities into growth opportunities and to visual strategic approaches to entering markets and building capabilities
  • Strong motivation to go above and beyond

  • Capability to multitask and handle multiple projects / tasks with competing deadlines
  • Excellent written and verbal communication and the ability to follow oral and written instructions
  • Ability to make sound judgments and decisions in the best interest of the company

  • Ability to receive and maintain a Top-Secret security clearance
