Quality Improvement Specialist



The University of Pittsburgh’s Child Welfare Resource Center is seeking a Quality Improvement Specialist to join the Statewide Quality Improvement Department:?

The Quality Improvement Specialist will:?

  • Support the coordination and implementation of the federal Child and Family Service Reviews (CFSRs).
  • Develop the skill and expertise required to serve as an expert reviewer CFSR case review process as well as oversee the quality assurance process associated with those reviews.
  • Assist in the development and delivery of CFSR and CQI related training, transfer of learning, and technical assistance to community partners involved in continuous quality improvement activities.
  • Develop and maintain protocols, policies and procedures for continuous quality improvement processes for CFSR case reviews.
  • Support data collection, quality assurance and the quality improvement process through tracking, analyzing and reporting data/information related to CFSR case reviews. ?
  • Support statewide Continuous Quality Improvement (CQI) efforts to improve and strengthen child, family and system outcomes through a CQI framework.
  • Work collaboratively with PA Department of Human Services and other community partners across the state to support Statewide CQI efforts.
  • Function as a team member of the Statewide Quality Improvement Department for the Pennsylvania Child Welfare Resource Center.

Bachelor’s degree in social work or closely related field required. Master’s degree is preferred. Excellent writing skills required. The candidate must also possess strong interpersonal skills, customer service skills, collaboration skills, and facilitation skills. Knowledge of the PA Child Welfare Practice Standards and strong knowledge of public child welfare. Minimum of five years’ experience in child welfare and/or related human service field required. ?A valid driver’s license is required.??

Experience working with ethnically and culturally diverse populations preferred. A commitment to achieving equity and inclusion in the child welfare system is a must.?

The Child Welfare Resource Center operates in a hybrid work approach where work can be completed remotely, in the Mechanicsburg office, and in the field as necessary and appropriate. Time for this position is estimated as 80% remote work, 10% in the Mechanicsburg office, and 10% in the field. Typical travel required will be statewide throughout the Commonwealth.?? PA Child Abuse History Clearance, PA State Police Criminal Record Check, and FBI Criminal Record Check will be required as a condition of employment.?

Job Summary

Focuses on continuous quality improvement initiatives to enhance departmental functions and evaluates departmental practices to look for improvement opportunities. Manages and analyzes quality improvement efforts, develops protocols and policies, and oversees development of statewide implementation plans. Contributes to research that promotes child welfare. Assists in training and technical assistance procedures.


Essential Functions

Must be able to operate computers and other office equipment; communicate effectively with management contacts as well as internal and external contacts; perform under pressure of numerous deadlines; perform multiple job tasks and projects. A valid driver’s license or the ability to travel to perform the essential functions is required.


Physical Effort

Typical field travel required will be statewide throughout the Commonwealth on a moderate basis and set up and prepare audiovisual equipment for meetings and presentations.
