GENERAL PURPOSE:
The People Operations Manager, Payroll & Administration, is responsible for managing essential People (HR) functions across the specialized areas of payroll, compliance, employee relations, data analysis and general administration. This role supports an effective employee experience while ensuring People practices are financially sound, compliant, and aligned with organizational goals.

Payroll & Compensation

    • Lead and administer multiple payroll schedules across company, ensuring accuracy in salaries, commissions, bonuses, and deductions.
    • Maintain detailed compensation records and coordinate with finance team to ensure process and budget alignment.
    • Liaise with payroll vendors to ensure compliance with tax and wage reporting requirements.
    • Assist in preparing compensation budgets, salary adjustments, and pay equity reviews.
    • Provide compensation benchmarking and market analysis to support hiring and retention strategies.

Compliance & Policies

    • Develop, implement, and monitor People policies, programs, and systems in alignment with employment laws and internal controls.
    • Advise managers and employees on policies, performance management, and disciplinary processes.
    • Stay informed on legal and regulatory changes; ensure People practices are compliant with FMLA, ADA, EEO, OSHA, ERISA, and other applicable laws.
    • Partner with legal counsel and leadership on investigations, employment risk management, and compliance matters.
    • Manage the creation, distribution, and regular updates of employee handbooks and internal policy documents.
    • Ensure organizational compliance with employment documentation requirements.

Data Analysis & Administration

    • Support and maintain HRIS systems to ensure data integrity, compliance, and efficient reporting.
    • Generate recurring and ad hoc People reports to analyze various people trends and workforce costs.
    • Build and track salary bands, job classifications, and compensation structures to ensure consistency and compliance.
    • Monitor and forecast People-related budget expenses, including payroll, benefits, and other dept. costs.
    • Partner with People dept. leadership to optimize employee benefits programs including medical, dental, vision, 401(k), and other voluntary offerings.
    • Lead audits of personnel, payroll, and benefits data to ensure accuracy and readiness for external reviews.
    • Collaborate with finance team to reconcile benefits billing and ensure proper allocation of People-related costs.

Education & Experience

    • Bachelor’s degree in Human Resources, Finance, Business Administration, or a related field required.
    • 5+ years of HR experience with an emphasis on payroll, compliance, and multi-state compensation administration.
    • HR certification (PHR, SHRM-CP) strongly preferred.
