As the Senior Analyst (Contracting and Finance), youll play a critical role in managing strategic agreements that support UTAs mission and operations. This position offers a unique opportunity to blend legal insight, financial analysis, and public service in a dynamic and meaningful way.
As the Senior Analyst (Contracting and Finance), you will:
- Provide support for the strategic oversight and management of all non-procurement contracts and agreements between Utah Transit Authority (UTA) and external parties.
- Ensure that obligations and risks are thoroughly understood and aligned with Board of Trustees policies, statutory requirements, and transit operational needs.
- Be responsible for the full scope of professional duties related to tracking, monitoring, analyzing, and administering non-procurement agreements.
- Act as a subject matter expert to all levels of management on agreements such as interlocal agreements, revenue-generating agreements, real estate transactions, utility service agreements, and other non-procurement engagements.
- Support financial analysis, treasury operations, and other financial activities as needed.
MINIMUM QUALIFICATIONS
EXPERIENCE/EDUCATION/TRAINING
- Five (5) years with demonstrated progressive competence in contract management or other procurement work experience.
- Demonstrated experience in financial planning and analysis, including budgeting.
- Bachelors degree in Finance, Accounting, Business, or other related discipline.
- Background in contract management, financial analysis and data analysis preferred.
- Extensive course work and/or experience in principles and practices of contract administration and financial analysis.
- Graduate training and/or degree in finance and contract administration preferred.

An equivalent combination of relevant education and experience.

Knowledge, Skills, and Abilities
- Advanced knowledge of contractual law and applicable federal and state procurement laws and procedures; in-depth understanding of various types of contracts, contract procedures, terms and conditions, and contractual documents.
- Knowledge of financial and business best practices; ability to research and analyze financial and other information.
- Experience with JD Edwards or other ERP systems preferred.
- Proficiency in contract negotiation, project management, and proactive problem-solving.
- Strong organizational, multi-tasking, and follow-up skills; ability to handle heavy workloads with tight deadlines under minimal supervision.
- Advanced proficiency in Microsoft Word, Excel, and Outlook preferred.
- Strong written and verbal communication skills; ability to effectively communicate in a professional manner with UTA senior management/staff, outside organizations, and interested parties.
- Ability to lead and facilitate large groups or committees; understand and interpret contracts; pay close attention to detail.
- Demonstrated ethics and integrity, with perceived fairness, tolerance, honesty, and consistency in following policies and procedures.
- Ability to interact with a variety of stakeholders from management, staff, vendors, et.

Pay Range: $80,800.00 $96,900.00 depending on experience
