Cyber Capabilities Program Manager

The Cyber Capabilities Program Manager (PM) oversees the Core4ce efforts supporting the Advanced Non-Kinetic Effects and Research (ANKER) division and its subordinate Integrated Product Teams, ensuring the successful delivery of technical, operational, and security objectives.
As the primary leader of the program, the PM is responsible for coordinating the efforts of all activities supporting ANKER customers including USCYBERCOM, Navy Cyber Warfare Development Group and others, ensuring that all project delivery adheres to contractual requirements, DoD standards, and organizational goals. This role requires a visionary leader with deep expertise in cyberspace operations, telecommunications, and organizational evolution. The ideal candidate will possess exceptional communication and leadership skills, with a proven ability to develop and execute strategies in high-demand, high-stress environments.
Key Responsibilities:
· Define the overall vision, goals, and milestones for programs under the auspices of the ANKER division. Ensure that project objectives align with DoD standards and NIWC Atlantic’s strategic priorities. Set expectations with the team and stakeholders to maintain a clear focus on desired outcomes.
· Coordinate and guide the work of the various Core4ce project teams supporting the projects within the division. Provide leadership and decision-making to ensure their efforts are aligned and integrated effectively, optimizing resources to meet program goals.
· Oversee resource allocation and financial performance for the program. Ensure that resources, including personnel, technology, and budget, are utilized efficiently. Monitor expenses, approve budgetary changes, and adjust to meet project objectives within budget constraints.
· Serve as the primary liaison with key stakeholders, including DoD representatives, government clients, and upper management. Ensure clear, timely communication regarding project progress, key decisions, and milestones. Maintain transparency by addressing stakeholder concerns and aligning their expectations with program delivery.
· Identify, assess, and mitigate potential risks to project success. Work with the technical and programmatic Core4ce personnel to address technical, operational, and security risks, developing contingency plans to resolve challenges and ensure continuity of project progress.
· Ensure that all project activities adhere to DoD and NIWC standards, including compliance with security and regulatory requirements. Facilitate periodic reviews and quality audits, maintaining program standards and overseeing documentation to meet all contractual and regulatory obligations.
· Monitor and report on project status, including milestones, budget, risks, and quality. Implement metrics to assess project performance and provide regular updates to the Director and stakeholders. Facilitate program review meetings to ensure all team members and stakeholders are informed of progress and any adjustments.
Required Skills and Certifications:
· Master’s degree in Electrical, Computer or Electronics Engineering
· Proven experience in leading large, high-performing teams in global operations.
· Expertise in cyberspace operations, telecommunications, and advanced information technologies.
· Strong strategic thinking, critical analysis, and communication skills.
· 5+ years of leading large cyber focused organizations that manage complex technical efforts within a DoD or federal environment
· 20+ years of experience supporting DoD cyber, networking, and/or cryptologic/cryptographic related activities with a focus on operations
· Demonstrated experience managing multi-disciplinary teams across cybersecurity, systems engineering, and/or software development domains
· Exceptional communication and stakeholder engagement skills, with proven ability to interface with senior government officials
· Active Top Secret/SCI with CI Polygraph
Highly Desired Skills:
· Leadership roles in military or government organizations with a focus on information warfare, cyber operations, and technology integration.
· Knowledge of Navy and DoD cybersecurity policies, cyber doctrine, and cybersecurity operational standards
· Prior experience working within Navy or Marine Corps cybersecurity environments
· Familiarity with DoD acquisition processes and regulations
· Experience in managing large-scale budgets and complex organizational infrastructures.
· Demonstrated success in developing and implementing innovative solutions to operational challenges
