Description:
Basic Purpose
Provides direction and leadership in the development and support of the company’s interval data system and its related systems. In collaboration with Information Technology & Telecommunications(IT&T), creates the long-term strategy and planning of entire system, as well as short-term planning, development, implementation and maintenance of company’s customer information and meter data management systems. Manages all processes that impact company revenue, reserve rates, write-offs, and credit and collection policies. Interacts with regulators and auditors on a regular basis. Assures compliance with corporate policies and procedures, legal and regulatory requirements and generally accepted business practices.
Essential Duties and Responsibilities
Develops short-term technical business plans for the meter data management system and supports the development of long-term plans, ensuring that capacity planning and research & development are addressed as necessary
Partners with business units to understand business requirements and translates the plans to technical possibilities.
Develops and tracks action/implementation plans
Organizes the department consistently with tactical and strategic objectives
Adjusts staff assignments when implementing new technologies and/or changing business requirements.
Coordinates with the project management office to ensure that all major projects are appropriately monitored and costs are controlled.
Oversees and manages the Billing, Credit, and Final Bills functions:
Ensures timely and accurate processes of bills, customer payments, collections, account write-offs and company reserve rates.
Ensures bills comply with all regulatory requirements; completes rate changes as required; processes payment files timely.
Accountable for credit policies for all customers; monitors monthly aging reports; improves processes to reduce fraudulent activity on disconnected customers; monitors active arrears data; develops payment options.
Supervises day-to-day activity related to inactive account receivables and interacts with other departments to develop reserve rates.
Responsible for accuracy of meter data management system.
Primary relationship manager and liaison between IT&T and customer service leadership. Works with peer leaders, directors, and vice presidents to establish direction, prioritize projects and develop strategy for customer service related technologies.
In conjunction with IT&T leadership, provides leadership in the development and implementation of the strategic and operating plan for customer information systems by investigating current technology and making recommendations to management for enhancements and process improvements.
Ensures that all necessary controls are in place and are appropriately updated and tracked, specifically areas that fall within the Sarbanes-Oxley required compliance areas. Designs, implements and monitors internal controls to ensure system changes and the processes for completing them have data integrity. Enforces and manages adherence to change management procedures and processes for all changes introduced into the customer information system and the meter data management system.
Verifies that plans are executed in accordance with good project management practices.
Coordinates with IT&T leadership and internal customers to develop metrics and service level agreements and manages toward exceeding expectations. Monitors and frequently communicates results.
Directs personnel activities of staff (i.e. hires, trains, rewards, disciplines, motivates, etc.).
Negotiates and administers vendor contracts for customer information systems services.
Continually evaluates current business processes and seeks to improve internal operations wherever possible.
Encourages staff to seek out business processes where technology solutions will improve business operations.
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Monitors and enforces all compliance requirements for area of responsibility.
Performs related duties as assigned.
Essential Education, Skills, and Environment
Education and Work Experience
Bachelor’s degree in the area of specialty from an accredited school and 6 or more years of related experience with one year of project management or leadership experience and two years of technical, hands-on, business problem analysis and resolution experience.
Candidates that do not possess a bachelor’s degree must have 10 or more years of related experience with one year of project management or leadership experience and two years of technical, hands-on, business problem analysis and resolution experience.
Specialized Knowledge and Skills
Demonstrated leadership and negotiation skills. Ability to implement and manage large system implementations. Working knowledge of existing Banner Customer Information System and Meter Data Management Systems. In-depth knowledge of interval data submittal process for the Energy Imbalance Market. Ability to prioritize, accomplish multiple priorities and make effective decisions in an ever-changing, dynamic, business environment. Interpersonal skills that enable communication with employees at all levels within the organization.

Annual Salary: $119,400 (Min) to $140,400 (Mid); Up to 15% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
