Southern Illinois University Edwardsville (SIUE) is seeking a dynamic, experienced, and highly motivated individual to serve as the Director of Emergency Management and Environmental Health & Safety (EHS). This position will play a pivotal role in enhancing the University's disaster resilience by leading the development, implementation, and ongoing improvement of a comprehensive Emergency Management Program. The director will collaborate with faculty, staff, key leadership, and decision-makers across the University to ensure effective emergency preparedness, business continuity, and incident response strategies are in place.

The Director will oversee the Emergency Operations Center (EOC), ensure compliance with national and state safety regulations, and manage the day-to-day operations of emergency management and environmental health and safety programs. The individual will be responsible for maintaining the University's ability to respond to emergencies, manage incidents, and restore operations following adverse events.

This is a critical leadership role that requires expertise in both emergency management and environmental health and safety and will require the ability to work collaboratively across departments while also exercising strong oversight of compliance and operational activities.

What You'll Be Doing:

  • Emergency Management Leadership:
    • Coordinate with faculty, staff, and key leadership to develop, implement, and manage SIUE's Emergency Management Program.
    • Oversee the development and implementation of campus-wide emergency preparedness and business continuity response plans and programs.
    • Enhance the University's ability to respond to emergencies, manage incidents effectively, and restore full operations post-adverse events.
    • Maintain the Emergency Operations Center (EOC) in a state of readiness for emergency response and recovery efforts.
    • Ensure the University's compliance with the National Incident Management System (NIMS) and oversee the development of NIMS-related standards and guidelines.
    • Provide leadership in training and education initiatives related to emergency preparedness and response across the campus community.
  • Environmental Health & Safety Program Management:
    • Serve as the head of the Environmental Health and Safety (EHS) program at SIUE, directing policies, procedures, and compliance measures to ensure alignment with federal, state, and local regulations.
    • Supervise and direct a team of environmental health and safety professionals responsible for maintaining workplace safety and environmental compliance.
    • Develop and enforce policies and procedures to ensure compliance with regulations set forth by the Illinois Department of Labor (IDOL), Illinois Environmental Protection Agency (IEPA), Illinois Department of Public Health (IDPH), and the Illinois Emergency Management Agency (IEMA).
    • Oversee key EHS program areas, including hazardous waste minimization and disposal, radiation safety, asbestos management, and workplace safety protocols.
    • Lead efforts to reduce environmental hazards and promote a safe campus environment.
  • Operational and Compliance Oversight:
    • Develop and implement strategic plans to improve disaster resilience across SIUE, ensuring the integration of emergency management and EHS programs.
    • Monitor ongoing compliance with local, state, and federal environmental regulations.
    • Conduct regular audits and assessments of environmental health and safety practices across campus facilities.
    • Provide oversight for the development of safety training programs, drills, and exercises to ensure the campus community is well-prepared for potential emergencies.
  • Leadership & Representation:
    • Represent the Chief of Police at relevant meetings, organizational functions, and civic engagements related to emergency management and environmental health and safety.
    • Provide 24x7 on-call emergency support services to assist with preparedness, response, and recovery efforts as directed by the Chief of Police.
    • Foster a collaborative work environment, ensuring effective communication and coordination between emergency management, environmental health and safety staff, and other campus departments.


Minimum Acceptable Qualifications

Bachelors degree in emergency management, business continuity, public administration or related public safety field, with a minimum of five (5) years of experience in emergency management in a comprehensive practitioner position. Experience working in a management position within an EOC environment. Professional supervisory experience

PREFERRED EDUCATION/EXPERIENCE: Master's Degree in emergency management, business continuity, public administration or related public safety field including eight (8) years experience in a comprehensive practitioner position with knowledge and experience in higher education emergency management. Experience working as a practitioner in business continuity planning and/or departmental continuity of operations planning. Knowledge of NIMS, IEPA, IDOL, IEMA, and OSHA requirements. Knowledge of medical research and education practices.

REQUIRED LICENSURE/CERTIFICATION/REGISTRATION: Completion of FEMA, National Response Framework and National Incident Management System courses (NIMS), Incident Command System courses (ICS 100, 200, 300, 400, 700 and 800)
International Association of Emergency Managers (IAEM) Certified Emergency Manager (CEM) or ability, qualifications and commitment to achieve certification within one year of hire

PREFERRED LICENSURE/CERTIFICATION/REGISTRATION:
Certified Instructor for FEMA National Incident Management System (NIMS) and Incident Command System (ICS) courses to include ICS 100,200,300,400,700 and 800
FEMA Master Exercise Practitioner Certification
FEMA Master Trainer Certification
Certified Business Continuity Planner (through either DRII or BSI) or ability and commitment to achieve certification within one year of hire
