RSi is looking to fill a Program Manager position to support our NASA customer. The Program Manager will oversee all aspects of the contract, a multi-site occupational safety and health support effort for NASA’s Goddard Space Flight Center (GSFC), Johnson Space Center (JSC), and Langley Research Center (LaRC). This role provides leadership and management of the integrated safety and health program, ensuring that contract deliverables support NASA’s compliance with applicable directives and federal regulations, including those related to occupational safety, industrial hygiene, fire protection, and radiation safety. The Program Manager serves as the primary liaison between the contractor and NASA, coordinating activities across all three centers to standardize services and achieve safety performance objectives.

Duties include, but are not limited to:

  • Direct and manage execution of the JSHIFT contract across all NASA sites, ensuring full compliance with performance requirements, timelines, and budget. Lead planning, staffing, and financial oversight efforts.
  • Interface with NASA safety organizations and support consistent implementation of institutional safety programs across GSFC, JSC, and LaRC. Standardize contractor processes and ensure integration across sites.
  • Lead a multidisciplinary team of professionals including safety engineers, industrial hygienists, fire protection specialists, and radiation safety experts. Foster a culture of proactive safety and continuous improvement.
  • Ensure all services conform to NASA safety requirements and applicable federal/state standards such as OSHA, NFPA, and EPA. Oversee internal quality control processes and audits to maintain full compliance.
  • Serve as the main point of contact for NASA stakeholders including Contracting Officers, CORs, and center safety officials. Provide regular status updates, performance metrics, and incident/mishap data analysis.
  • Track key performance indicators, manage corrective actions, and identify trends to support NASA's risk mitigation strategies and enhance safety outcomes.
  • Hire and supervise qualified staff and subcontractors, provide training, conduct performance evaluations, and ensure adherence to center-specific documentation and procedural standards.


Required Minimum Education/Experience/Certifications:

  • Bachelor’s degree in a related field.
  • At least 5 years of experience managing complex, multi-site government contracts, including supervisory experience in occupational safety or health programs.
  • Strong understanding of NASA policies and procedures, as well as relevant federal regulations (e.g., OSHA, NFPA).
  • Proven ability to lead multidisciplinary technical teams across geographically dispersed locations.
  • Experience with federal contracting processes and working directly with Contracting Officers and CORs.
  • Excellent communication and leadership skills.
  • Ability to obtain a security clearance is required.


Preferred Experience/Knowledge/Skills/Abilities/IT Skills/Certifications:

  • Advanced degree or professional certifications such as CSP (Certified Safety Professional) or CIH (Certified Industrial Hygienist).
  • Previous experience with managing NASA contracts and familiarity with NASA safety and health culture and operations.
  • Knowledge of NASA mishap investigation and risk management processes.
  • Project Management Professional (PMP) certification.


Work Environment: This role requires on-site presence at NASA centers. Occasional after-hours or emergency response support may be necessary.


Physical Environment (outside, inside, heights, stairs etc.) /Requirements (lifting, heights, bending etc.): Industrial, laboratory, and field environments. Standard office work is expected, but the Program Manager must also be comfortable (with or without accommodation) navigating high-risk operational areas such as test facilities, hangars, and constructions sites.


Other: The Program Manager will travel regularly between GSFC (Maryland), JSC (Texas), and LaRC (Virginia), with additional travel to satellite sites as needed. Domestic travel may comprise up to 20–40% of the role, including overnight stays.
