POSITION SUMMARY

The Course Contractor Representative (CCR) and the government counterpart provide administrative, instructional, and curriculum support to the Delta 8 Training Support Services at Fort Detrick, Maryland. This position is the central coordinator for training execution, instructor tracking, courseware management, and classroom operations for 53 SOPS-specific Wideband MILSATCOM instruction. The CCR will oversee classroom scheduling, instructor observation coordination, and student qualification tracking in PEX, as well as provide simulator support.

In addition to administrative responsibilities, the CCR will augment instruction delivery, support curriculum updates, and collaborate with unit stakeholders and external partners to maintain training compliance and readiness. This role requires a proactive, organized professional with a deep understanding of USSF training environments and MILSATCOM operations.

ESSENTIAL JOB FUNCTIONS

  • Coordinate and track instructor spot checks for site personnel; manage scheduling, deconfliction, and observer notifications.
  • Schedule and deconflict training classrooms and facilities to support Delta 8’s instructional mission.
  • Support the Instructor Qualification Course (IQC) schedule and subsequent training tracks for both in-residence and remote instructors.
  • Support Delta 8 professional development by planning events, sending communications, collecting attendance, and tracking records.
  • Track instructor/student qualification status using PEX; issue certificates and send reminders.
  • Compile and deliver reports on student throughput, facility usage, course availability, and other performance metrics.
  • Coordinate Instructor Review Board (IRB) sessions quarterly.
  • Schedule and coordinate SATCOM Fundamentals (SF) courses (~14 per year).
  • Manage day-to-day training schedules for instructors and students, including external partners.
  • Schedule Orbital Systems Knowledge (OSK) briefings across SATCOM bands; manage event planning and documentation.
  • Maintain course schedules in Microsoft Teams and SharePoint.
  • Collect student/instructor feedback and after-action reports; compile and distribute summaries.
  • Maintain student training data and AF Form 4419s via PEX or equivalent system.
  • Train unit personnel on PEX software, briefing leadership on user status and training readiness.
  • Serve as a liaison with PEX managers and users to maintain training alignment with operational needs.
  • Create, revise, and maintain courseware in alignment with MTL, RTM, and Squadron directives.
  • Provide instructional support for up to 11 Wideband QT courses per year, totaling 110 students annually.
  • Support simulator liaison responsibilities, coordinating with contractors (e.g., Sonalyst, L3 Harris) and units for simulator troubleshooting and upgrades.
  • Utilize platforms such as SST, WTCS, Wideband Thin Client, and TTS to maintain simulator readiness.
  • Develop and maintain ISD-based lesson plans, training objectives, and course content.

                                        EDUCATION/TRAINING

                                        Required:

                                        • Associate's degree or equivalent military/ civilian training.
                                        • Completion of a recognized military instructor course.
                                        • Preferred: Bachelor’s degree in training, education, management, or related field.
                                        • 2 years of course management or project coordination experience.

                                            EXPERIENCE

                                            • Required:
                                            • 3+ years of ISD-based curriculum development experience in Space Operations.
                                            • 2+ years of direct instructional or hands-on system training experience.
                                            • Expertise in MILSATCOM operational environments and USSF command structures.
                                                • Preferred:
                                                • Experience managing training simulators.
                                                • Experience supporting Protected, Narrowband, or Wideband SATCOM instruction.
                                                • Knowledge of communications topologies, including Ka, Ku, and X band design.
                                                • Demonstrated ability to navigate evolving space environments and proactively address knowledge gaps with new training material development

                                                      SKILLS/ABILITIES

                                                      • Expert organizational and scheduling skills.
                                                      • Demonstrated ability to coordinate across DoD organizations and contractor teams.
                                                      • Strong written and verbal communication for reporting, documentation, and briefings.
                                                      • Proficient in Microsoft Office Suite, SharePoint, Teams, and PEX.
                                                      • Ability to train unit personnel on PEX usage, reporting, and compliance.
                                                      • Maintain, enhance, and develop training as needed for all personnel.
                                                      • Knowledge and understanding of the ADDIE model.

                                                                  PHYSICAL DEMANDS

                                                                  • Must be able to sit or stand for extended periods.
                                                                  • Must be able to use a computer and related equipment for prolonged periods.

                                                                    WORK ENVIRONMENT

                                                                    • This is an Onsite position that requires work to be performed onsite at a government location.
                                                                    • The working conditions for this position may include the following:
                                                                    • Working indoors in an office environment.

                                                                        SPECIAL REQUIREMENTS

                                                                        • Must be able to pass pre-employment background screening.
                                                                        • Must possess and be able to maintain a Top-Secret clearance with SCI eligibility.
                                                                        • Must be able to be cleared for base or site access.
                                                                        • Must be a US Citizen.
                                                                        • Position may require up to 10% travel to CONUS government facilities for integration, testing, or collaboration.

                                                                                Salary Range- $110K-$128K
