Job Description: Conduct the full range of anti-harassment, workplace violence prevention, and Equal Employment Opportunity (EEO) and discrimination related duties; collectively possess professional proficiency, experience, knowledge, and skills to perform the required tasks; ensure that its staff maintains any generally required professional certification, accreditation, and proficiency relative to their area of expertise. To include; Civil Case Administration Receive reports from individuals who reach out to Agency regarding incidents of harassment or workplace-violence related matters. Conduct intake interviews with individuals, take accurate notes, and confirm notes with reporting individual; keep reporting individual informed through the Agency Civil reporting process. Management-Initiated Administrative Inquiries Conduct administrative inquiries into reports of harassment, workplace violence, or other reports of misconduct or grievances. Interview witnesses and draft individual statements or interview summaries reflecting the interview with the interviewee and obtain written confirmation from the interviewee that the statement/summary document is correct. Write administrative inquiry reports using the Agency’s administrative inquiry report template as a general guide; the report must include background information, individual interviews, exhibit information, applicable Agency policies, detailed findings, and conclusions. Complete administrative inquiry and draft of report within 2 weeks upon receipt of necessary documentation (depending on complexity of case). Employee Relations (ER)/Labor Relations (LR) Documents Draft the following written documents related to ER/LR matters performance-based actions (Performance Improvement Plans [PIP] and performance warning memos), conduct-based actions (written and verbal counseling, reprimands, leave restrictions, suspensions, and removals), grievances, unfair labor practices, information requests. Data Collection and Record Keeping Keep accurate records in office files and case management software for all cases or matters worked on. Save documents in appropriate file locations. Advice and Guidance Provide advice and guidance to Agency supervisors, managers, and Human Resources (HR) liaisons on issues related to harassment and workplace violence prevention, LR, and ER. Request for advice or guidance are generally acknowledged within 24 hours unless out of the office; assess risk of actions taken by both management and employees, including risk of EEO implications; advice must be current and accurately reflect applicable law, regulations, and Agency policy. Ensure that advice follows Agency guidelines and that employees’ rights to due process are provided. Outreach and Training Provide or coordinate outreach and training sessions regarding the Agency Civil Program policies and reporting process, and other issues related to ER and LR (e.g., managing misconduct). Prepare marketing materials, training presentations, guidance documents, toolkits, and anything else needed for outreach-related activities related to Agency Civil policies and program.
