Overview

Lynker is seeking an experienced and driven Senior Environmental Specialist to support NOAA’s Office for Coastal Management (OCM). This is a high-impact role providing technical leadership across national initiatives focused on coastal resilience, sea level rise, marine spatial planning, and stakeholder engagement.

The successful candidate will lead advanced analyses of geographic information related to the nation’s coasts, oceans, and Great Lakes, while also providing technical and analytical leadership to address pressing challenges in coastal management, hazards, ocean use, and land cover change.

This position requires a depth of technical geospatial knowledge and the ability to guide cross-functional teams, develop innovative solutions, and manage key projects from inception to delivery.



Responsibilities

Duties of the Senior Environmental Specialist will include the following:

Technical and Analytical Leadership:

  • Lead the design and execution of spatial analyses using raster and vector datasets, synthesizing data from diverse sources and scales.
  • Produce high-quality geospatial products such as maps, models, derived datasets, and statistics that support coastal science and policy objectives.
  • Serve as a technical expert and represent Lynker’s capabilities in internal briefings and external presentations to federal partners and stakeholders.
  • Apply expert knowledge of geospatial principles to solve complex technical problems that impact multiple program areas.

Project and Process Management:

  • Oversee major project components and end-to-end processes across multiple technical areas, ensuring timely delivery of objectives and deliverables.
  • Coordinate with NOAA staff and interagency partners to align product development and data tools with evolving mission goals.
  • Provide project management support, including planning, tracking, meeting facilitation, stakeholder engagement, and documentation.

Program Support Areas:

  • Support enhancements to sea level rise and inundation decision-support tools, including requirements scoping, stakeholder coordination, and development team alignment.
  • Contribute to Digital Coast platform operations, tool evaluations, and user engagement activities.
  • Facilitate partnerships with national organizations, support meeting planning and communications, and help strengthen technical assistance efforts.
  • Provide coordination and outreach for updates to national coastal standards such as CMECS and related benthic mapping initiatives.
  • Support MarineCadastre.gov efforts through content maintenance, outreach tracking, and preparation of reports and engagement materials.


Qualifications

Qualifications of the Senior Environmental Specialist should include the following:

  • Master’s or PH.D degree in geography, environmental science, coastal science, or a related field.
  • Master's +8 years or PhD +4 years of relevant geospatial analysis and/or coastal data experience.
  • Demonstrated project coordination or management experience in a scientific or technical environment.
  • Strong organizational, written, and verbal communication skills.
  • Familiarity with federal agency processes and interagency collaboration is a plus.
  • Experience supporting stakeholder engagement, user training, or technical outreach preferred.
