The Challenge:
The future of Command and Control depends on seamless, secure, and adaptive communications systems that empower our forces across domains. What if your deep technical knowledge and project management expertise could directly shape the next generation of military communication capabilities? Join us in supporting the cutting-edge innovations of the Marine Corps Warfighting Lab (MCWL) Science and Technology (S&T) Division as we assess, develop, and integrate transformative technologies in the C4ISR space.

Build Your Career:
At JCTM, we value knowledge, experience, integrity, and commitment. Joining our team means becoming part of an organization that empowers individuals, prioritizes ethical practices, and fosters a culture of collaboration and growth.

Challenging Projects:
As a Command, Control, Communications, Computers (C4) Subject Matter Expert (SME), you will support the MCWL S&T C4ISR Branch in guiding the technical and strategic development of communication systems. Your work will span technology scouting, field experimentation, and coordination with key government, industry, and academic stakeholders. This role requires a hybrid skillset of project management and communications systems subject matter expertise to evaluate, manage, and transition innovative solutions that enhance warfighter capabilities.

Key Responsibilities:

  • Serve as a technical advisor on C4ISR systems, providing in-depth analysis of current and emerging technologies and their application to Marine Corps missions.
  • Lead project planning and execution, tracking cost, schedule, resources, and risk. Set and manage goals in alignment with agile methodologies.
  • Evaluate emerging technologies, including tactical data links, mesh networks, 5G, novel spectrum use, cross-domain solutions, and satellite communications.
  • Act as a liaison with government labs, academia, and commercial partners to assess innovative communication technologies and their integration with existing Command and Control (C2) systems.
  • Facilitate and lead scrum events, technical meetings, and senior leadership briefings. Document and report on outcomes.
  • Provide strategic guidance and early risk identification to leadership, proactively recommending interventions to maintain performance.
  • Participate in laboratory and field testing, including travel to remote locations to support and lead real-world experimentation.
  • Support synchronization across MCWL branches, ensuring C4ISR technology development aligns with broader operational needs.
  • Demonstrate mastery in soft skills, including collaboration, leadership, problem-solving, time management, and emotional intelligence.

State-of-the-Art Technology:
Expand your expertise by evaluating and integrating advanced C4ISR technologies, including 5G, automated data transport mechanisms, cloud-native applications, and secure cross-domain communications systems.

New Skills:
Collaborate with a diverse team of military technologists, software developers, and operational planners while refining your skills in agile management, CI/CD toolchains, and communication architecture design.

Room to Grow:
You will have the opportunity to shape experimental efforts, influence strategic communications architecture, and grow into senior technical and leadership roles within the organization.

You Have:

  • Active TS/SCI Clearance
  • Bachelor’s degree from a four-year university, preferably in a technical field such as Engineering, Computer Science, or Communications; or an equivalent combination of education and experience
  • Demonstrated experience in:
    • Tactical communications systems and radio spectrum operations
    • Tactical data links, mesh networks, and military encryption
    • Cross-domain solutions and data transport technologies (e.g., 5G, SATCOM)
    • Container orchestration, automation, cloud-native applications, and CI/CD tools
    • Agile project management, including backlog grooming and sprint execution
  • Strong communication and interpersonal skills
  • Ability to lead multidisciplinary teams in high-tempo environments

Nice to Haves:

  • PMP, Agile/Scrum, or equivalent project management certification
  • Experience supporting USMC, MCWL, or other DoD S&T or acquisition organizations
  • Operational or field experimentation experience, especially in expeditionary or austere environments
  • Familiarity with Department of Defense acquisition and development lifecycles
  • Experience briefing senior military leadership on technical matters

Clearance:
Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information. TS/SCI clearance is required.
