Job Description:

SUMMARY:

The Transition Clerk works with Soldier Readiness Processing (SRP) Site in processing of Certificate of Release or Discharge from Active Duty (DD214) and Release from Active Duty (REFRAD) orders. Important to ensure that all processed related to Soldier Readiness Processing (SRP) site are executed efficiently and professionally. Must be a Reviewer/Signer of all processed DD Form 214 for service members. Always maintain a high level of professionalism and commitment to customer service.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Performs final out-processing of all service members.

• Furnishes orders to separating Soldiers and explains purpose and use of REFRAD orders for transportation purposes, travel allowances, and in some cases, disability/severance pay.

• Reviews correctness of DD214 and REFRAD orders.

• Serves as the highest authority of Reviewer/Signer actions.

• Counsels and advises on actions required prior to separation.

• Ensures all required documents are collected and DD214 are accurate, prior to signature of Soldier.

• Evaluates and consolidates information from various sources under short deadlines to the software applications and systems for The Installation Support Module/Military Personnel Transition Processing (ISM/TRANSPROC), Interactive Personnel Electronic Records Management System (IPERMS), Integrated Personnel and Pay System-Army (IPPS-A), Department of the Amy Mobilization Processing System (DAMPS) used for processing individual travel and mobilization orders, including those for Overseas Contingency Operations (OCO) and Temporary Change of Stations (TCS), and proper storage in the Directorate of Human Resources (DHR) TEAMS folder.

• Responds to routine questions on policy and procedures concerning DD Form 214 and REFRAD.

• Distribute finalized separation documents.

• Cross-train personnel on Internal Policies and Army operating systems.

• Conduct employee appraisals according to organizational policies.

• Generate employee schedules, trainings, and reports as required by TLC Management.

• Maintain professionalism at all times and provide superior customer service to service members.

• Make required distribution and web upload of the separation packets to appropriate Army Component Headquarters.

• Must record Service members attendance into Army tracking program. The Installation Support Module/Military Personnel Transition Processing (ISM/TRANSPROC) and Integrated Personnel and Pay System-Army (IPPS-A).

• Must understand, comply, and enforce Project Directives and the TLC Employee Handbook’s policies.

• Will support and enforce the QC/Safety’s Programs guidance.

• Must comply with all OSHA regulatory safety standards.

• Maintain written and/or digital records of required Performance Work Statement requirements for the current and future contracts.

• Responsible for timecard verification; ensures employees are compliant with Company policies and procedures.

• Adherence to all TLC Policies accessed through Deltek Costpoint via the following path.

• This position supports the DOD on a federal installation and the candidate must be available to work at the assigned physical location during business hours.

o 8:00AM-4:30PM-8:30-5:00PM (M-F)

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

Requirements:

EDUCATION and/or EXPERIENCE:

Essential :

• High school diploma/GED or equivalent.

  • Working knowledge of Adjutant General functions of the U.S. Army.
  • Must have proficient computer skills and experience in using Microsoft Office Microsoft TEAMS.
  • Must be able to perform the software applications and systems for The Installation Support Module/Military Personnel Transition Processing (ISM/TRANSPROC), Interactive Personnel Electronic Records Management System (IPERMS), Integrated Personnel and Pay System-Army (IPPS-A).
  • Must be able to effectively communicate with employees within the office, personnel in other offices and military personnel to clarify, obtain or provide information.
  • Required to pass the DD Form 214 certification training.

• Familiar with applicable Army and Joint Travel regulations and DOD pay Entitlements.
  • Knowledge of Army rank structure.
  • Knowledge of mobilization/demobilization operations IAW FORSCOM Regulation 500-3-1 through 500-3-5 and the Personnel Policy Guidance.
  • Knowledge of principles and processes for providing customer and personal services. Ability to monitor/assess performance of self, other individuals and organizations to make improvements or task corrective action.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Intuitive, interpretive, and analytical comprehension to rapidly identify and resolve problems.
  • Organization skills to prioritize and perform multiple tasks with little or no supervision.
  • Must have the ability to work in a fast-paced environment.
  • Must be able to meet deadlines.
  • Must have a very high degree of attention to detail.

Preferred :
  • College degree and military background is a plus.


LANGUAGE SKILLS:

Ability to read, comprehend and explain instructions, letters, memos, emails, and correspondence from inside the organization as well as from external sources. Ability to effectively respond, communicate and present information to customers, internal and external, clients and other employees in the organization. Ability to interpret instructions and information and explain to others in the performance of this job in English.

PHYSICAL DEMANDS:

Work is generally performed in an office environment which requires sitting or standing and working on a

computer for long periods of time . Required to walk, stand, sit and move about the property for long periods of time. Essential and marginal functions require maintaining physical condition necessary for: bending, stooping, sitting, walking, or standing for prolonged periods of time, operating through extended periods of high stress. If applicable t he employee must occasionally lift and/or move up to 50 pounds. Must possess visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; and the manual dexterity to operate a cell phone, handheld radio, telephone, and keyboard.

WORK ENVIRONMENT/HOURS:

This position is not eligible for remote work, as the essential functions of the role require the employee to perform duties on-site. Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. If applicable work 10(+) hours per day. Must be able to work in fast paced, multi-task environment. Also, Will require having flexed hours to accommodate for mission requirements to include weekends and Holidays. Overtime may be required.

Transportation & Access: You must have reliable transportation to and from work and be able to access military installations.

Background & Drug Screening: Employment requires passing a background check and pre-employment drug screening. Random drug and alcohol testing may also occur without prior notice.

Timesheets: Record your actual work hours daily and ensure your entries are accurate and timely to support smooth operations.
