RS&H’s Transportation-Construction Management Practice serves numerous state departments of transportation, mobility/transportation authorities, turnpike/toll authorities, rail/port authorities, municipal/county governments, and private clients throughout the United States. Our Construction Engineering and Inspections (CEI) teams as well as our Construction Management teams are industry leading experts who provide a full range of construction engineering, program management, specialized testing, and inspection services from the preconstruction phase through maintenance and operations. RS&H is seeking an experienced Construction Management Resident Engineer to join our growing team in the Houston, TX area. This is an exciting opportunity for a motivated self-starter with a can-do attitude to play a critical role in our Construction Engineering Inspection (CEI) Services practice.
As a key member of the Construction Management team, you will act as an owner’s representative on active construction sites, overseeing construction engineering, contract administration and inspection tasks for large-scale transportation projects. In this role, you serve as the external point of contact for the client, responsible for daily client interaction, including general project updates, follow ups on open action items, communicating contractor or community concerns and project risks. You will also plan, organize, and supervise the work of others, develop staff to deliver high-quality services, ensure construction activities comply with contract documentation, implement quality assurance procedures, review engineering calculations, interpret contract documents, and oversee construction administration and inspection programs.
You will also be responsible for drafting owner-side project correspondence, reviewing construction schedules and claims, evaluating change orders and time extensions, identifying risks on the project (internal risks including safety or legal risks and external risks like utility conflicts, plan errors or out of phase work) as well as reviewing and responding to RFIs, and drafting plan revisions if necessary. You may also be asked to support the firm’s business development efforts by participating in marketing and pursuit activities.
You may be also be asked to manage consultant contracts including invoicing, and subconsultant coordination.

Qualifications:
Bachelor’s or Master’s Degree in Civil Engineering from an ABET-accredited university.
Licensed Professional Engineer (PE) in the State of Texas, in good standing.
10+ years of relevant experience in major road or bridge construction (12+ years in Construction Management/Construction Engineering Inspection (CEI) preferred).
Prior management or supervisory experience required.
Proven ability to address challenging or potentially controversial issues in a professional and business-like manner.
Strong oral and written communication skills with the ability to build strong relationships with clients, contractors, and key stakeholders.
Valid driver’s license, insurable, and able to safely operate a vehicle on highways and construction sites.
Passion for working outdoors with the ability to tolerate exposure to varying environmental conditions.
Excellent organizational and time management skills.
TxDOT Pre-Certifications 11.1.1 (Roadway Construction Inspection) and 11.2.1 (Bridge Construction Inspection) preferred.
