Position Summary
The Senior Project Lead (SPL) is responsible for end-to-end management of construction, building repair, and modernization projects across multiple DoD installations, including OCONUS locations. This role involves developing performance work statements (PWS), cost estimates, and serving as a technical advisor throughout the acquisition process. The SPL leads project meetings, oversees scope, schedule, budget, safety, and quality metrics, and performs quality assurance, safety compliance visits, and design reviews to ensure infrastructure installations meet contractual and design requirements.

Essential Duties and Responsibilities
Represent the Government and DHA-FE as a liaison to Medical Treatment Facilities (MTFs) and serve as a Subject Matter Expert for facility transformation and clinical integration.Lead planning and execution of Integrated Design and Initial Outfitting & Transition (iDBIO) projects.Support development of long-range Master and Facility Plans and assist in securing funding for MILCON and SRM projects.Prepare and maintain project documentation and performance metrics aligned with MILCON/SRM management objectives.Coordinate with cross-functional stakeholders including civil engineering, fire and safety, communications, and environmental teams.Assist in phasing plan development, environmental documentation review (asbestos, lead, mold), and demolition contract oversight.Ensure environmental remediation, sustainability (LEED), and code compliance in all design validations.Support change order development and stakeholder coordination to address project modifications and customer concerns.Participate in all project phases—from planning to closeout—identifying and resolving unforeseen construction issues.Oversee contractor compliance with specialized system installations (mechanical, electrical, medical gas).Review construction documents and contractor submittals, ensuring accuracy and completeness.Conduct briefings, coordinate project milestones, and support communication between DHA, contractors, and MTF leadership.Develop essential planning documents (FPFP, PFD, PRC) for Project Requirements Documents.Monitor and report project status, contractor performance, and progress on critical milestones.Oversee system commissioning, functional testing, and final inspections to ensure readiness for facility turnover.Lead project closeout activities, ensuring documentation (e.g., DD1391, DD1354, DD250, DMLSS) is completed and punch list/warranty items are addressed.Perform site surveys and collaborate with healthcare facility planners, engineers, and vendors.Provide peer-reviewed QA for deliverables to ensure compliance with DHA-FE standards and policies.Support and deliver training for Project Managers, Project Officers, and IO&T Coordinators.Develop and maintain healthcare construction project books, integrating medical design and operational data.Manage multiple projects with strong leadership, communication, and conflict resolution skills.Apply expert-level knowledge in DoD health facility standards, codes, planning, and acquisition regulations.Fluent in reading construction drawings, specifications, and schedules; preferred language skills for OCONUS locations.Maintain proficiency in DHA-FE criteria, including but not limited to:DoDI 6015.17, DoDD 5000.01, UFC 4-510-01, MIL-STD 1691, FAR/DFARS, DHA LAN/WLAN Guidelines, and others.Qualifications and Experience
Education: Bachelor's degree required in Construction Management, Facilities, Engineering, or Architecture.Minimum of 8 years of combined practical experience in project management and medical healthcare facility design with a qualifying degree.In lieu of a degree, a minimum of 10 years of demonstrated practical experience in construction management, facilities, engineering, or architecture is required.Practical Experience Definition:Practical experience is defined as having direct responsibility for effective project management operations within a medical healthcare facility.Certification Requirement:The applicant must hold a certification or fellowship from an accredited or nationally recognized educational program.Certification/fellowship must be actively maintained throughout employment.Eligible programs include, but are not limited to:Project Management Institute (PMI)National Council of Examiners for Engineering and Surveying (NCEES)American Institute of Constructors (AIC)Construction Management Association of America (CMAA)Health Facilities InstituteAmerican Society for Health Care Engineering (ASHE)Working Environment
This role provides full-time onsite construction support for various construction projects. The environment depends on the weather conditions inside and outside. An individual taking this role should assume they will work outside in various weather conditions on a construction site for more than 80 percent of the working day.
Physical Demands
Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day, interacting with contractors, contractor representatives, and inspecting the construction work being performed.Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services. Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information. Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control. Carrying/Lifting: This role requires the ability to lift up to 30lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.Equal Employment Opportunity
