Administrator: Learning and Development

Job Purpose

  • The role is responsible for all activities associated with Human Resource Development including all Talent, Acquisition, Learning and Development and Transformation initiatives. Provide effective administrative support to the Talent, Acquisition, Certified, L&D and Transformation Lead, the Site HR, Mentors, Training Providers and Learners. Assist the Talent, Acquisition, L&D and Transformation Lead with all matters related to compliance to the B-BBEE COGP, Employment Equity and Skills Development Act.
Key Responsibilities
  • Coordinating and facilitating the roll out of CSCS Foundations Training programme for all employees.
  • Supporting with the coordinating and roll out of the Supervisory Academy and other certified Leadership Training programmes.
  • Coordinate related projects - recruitment of learners and liaison between learners, mentors and training providers/ facilitators and TETA to support the successful delivery of the different projects and programmes from implementation to completion.
  • Consolidate monthly training reports, record keeping of associated costs to for monthly and annual reporting of TETA ATR, Employment Equity and maximized spend for Skills Development on the B-BBEE scorecard.
  • Co-ordinate accurate training records to assist in the effective running of the department. These records will involve the maintenance of both paper and IT systems. Records require updating on a frequent basis.
  • Support with the communication with DC's and Site HR to ensure all training is timeously recorded, submitted and all relevant documentation filed.
  • Oversee the registration for Learnerships/Interns/ Grads and assists nominated employees during their qualification or programme.
  • Act as a secondary Skills Development facilitator and National Equity Committee Secretary.
  • Support sites with Equity committee structures communication, reporting, minutes taking, filing and overall compliance as per the Act.
  • Request purchase orders and ensure follow up of proof of payment of supplier invoices.
  • Support with the training logistics (booking of training rooms, sending information to participants, billing information, arranging catering and any equipment required).
  • Coordinates all Learnership/Intern related administration from (shortlisting candidates, arranging interviews, preparation of fixed term contracts, leave applications, onboarding and terminations of candidates & overtime reporting.
  • Assists in the co-ordination of B-BBEE compliance.
  • Assist with the coordination, completion and submission of the annual ATR and WSP.
  • Submission of applications and reporting for TETA related Discretionary grant projects.
  • Onboarding relevant training providers/ suppliers.
  • Support the Talent, Acquisition, L&D and Transformation Department in the full range of training activities including assisting in coordinating all internal and external training.
  • Skills Development Facilitator: 
  • Assist the employer and employees to develop Workplace Skills Plan which complies with the requirements of the SETA.
  • Submit the WSP to the relevant SETA.
  • Assist the employer to draft and Annual Training Report (ATR) on the implementation of the WSP.
  • Advise the employer on the quality assurance requirements set by the SETA.
  • Act as a contact person between the employer and the sector SETA.
  • Serve as a resource with regard to all aspects of skills development.
  • Facilitate the development of employees in the organisation and the strategies of the organisation equally and fairly.
  • Evaluate the skills development needs of the employees and organisation and continually evaluate the implementation of identified needs.
  • Formalise the qualifications of employees through recognition of prior learning.
  • Employment Equity Facilitator: 
  • Capturing Employment Equity and WSP for reporting purposes for Consumer.
  • Participate in the recruitment and selection process from its initial stages to completion including attend all committee meeting and interviews assist in developing interview questions and criteria.
  • Actively participate in the development and review of interview questions to ensure they are based on the advertised criteria for the position.
  • Monitor the selection process, taking responsibility to ensure the candidates are screened based upon qualifications and experience in accordance with the criteria.
  • Complete the Employment Equity Report & Plan for submission to the Department of Labour.

Qualifications & Experience
  • Education
  • Matric – Essential.
  • Educated to University degree level or equivalent professional qualification.
  • Skills Development Facilitator or OD-ETDP
  • Experience
  • Experience in Supply Chain.
  • 4-5 years in an HR administrative position.
  • Skills Development, Employment Equity, B-BBEE knowledge and administration.
  • Process integrity in handling confidential and sensitive organizational information.
  • Ability to interact effectively with people at all levels.
  • Good team player, able to work as part of the HR team, sharing knowledge, ideas and learning from the team.
  • Computer literate & proficient in MS Word, Excel, PowerPoint.
  • Excellent English verbal and written proficiency.
  • Ability to work on own initiative, deadline driven environment.
  • Commitment to accuracy and professionalism.
