Description:

ATA Services, Inc. is currently seeking to hire an E-Learning Instructional Designer to work on a temporary assignment. This is a part time remote position.

  • Pay Rate: $60.00 per hour with weekly pay.
  • Start Date: July 1, 2025
  • Schedule: 10-20 hrs/week, 6 months
  • Location: Remote
  • Assignment Length: July 1, 2025 – December 31, 2025

Scope of Work

The Instructional Designer will develop accessible and engaging e-learning modules that build staff capacity in health literacy, culturally responsive communication, and equitable public health practice. Partnering closely with the Health Literacy Specialist and Language Access Program, the contractor will transform complex concepts and best practices into interactive, SCORM-compliant training modules suitable for a variety of literacy levels.

Modules will incorporate adult learning principles, plain language, and accessibility standards. Each course will feature scenarios, quizzes, visual design elements, and narration or captions, where appropriate.

The contractor will be responsible for creating the instructional framework, managing the authoring process in Adobe Captivate (or similar platform), and aligning content with ADA and Section 508 compliance requirements.

In addition to module development, the contractor may contribute to the design of supporting materials such as job aids, facilitator guides, or discussion prompts. They will coordinate with internal subject matter experts to ensure content accuracy and cultural responsiveness and collaborate with the IT or LMS team to ensure seamless integration of modules into the department’s training platform.

Key Responsibilities:

  • Develop interactive training modules using Adobe Captivate
  • Adapt content for various learning and literacy levels
  • Ensure ADA compliance in all instructional materials
  • Collaborate with Health Literacy Specialist and SMEs

Qualifications:

  • Degree in Instructional Design, Education, or related field or 5+ years of relevant experience
  • Grounded in adult learning principles
  • Proficiency in Adobe Captivate and e-learning design principles
  • Familiarity with SCORM and LMS platforms
  • Experience in public health or health equity training
  • Knowledge of accessibility and plain language standards
