Description:

ATA Services, Inc is currently seeking to hire a Cultural and Linguistic Competence Assessment (CLCA) Coordinator to work on a temporary assignment. This is a part time remote position.

  • Pay Rate: $50.00 per hour with weekly pay.
  • Start Date: July 1, 2025
  • Schedule: 20-25 hrs/week, 6 months
  • Location: Remote
  • Assignment Length: July 1, 2025 – December 31, 2025

Scope of Work

The CLCA Coordinator contractor will facilitate the implementation of the Cultural and Linguistic Competence Assessment (CLCA) as designed by the National Center for Cultural Competence (NCCC). This position plays a critical role in supporting the organization’s efforts to evaluate and enhance its cultural and linguistic responsiveness. The contractor will coordinate logistics, manage stakeholder engagement, oversee data collection and analysis, assist with reporting, and help develop a culturally responsive action plan grounded in the findings.

The CLCA is a structured tool developed by the NCCC to assess how well an organization’s policies, practices, and services address the cultural and linguistic needs of the populations it serves. It guides organizations in reviewing internal practices across staffing, communication, service delivery, training, and community engagement. The assessment process includes distributing surveys and conducting interviews and focus groups to gather insights from staff, leadership, and community members. The ultimate goal is to highlight strengths, identify areas for growth, and guide the development of actionable strategies that improve equity and inclusion in organizational operations. Notably, the last CLCA was conducted at the New Mexico Department of Health (NMDOH) in 2017.

Key responsibilities of the contractor include coordinating and documenting workgroup meetings, compiling demographic data, and serving as the liaison with consultants and internal teams. The contractor will plan and facilitate shared visioning sessions that engage staff, leadership, and community members in meaningful dialogue about cultural and linguistic competence, ensuring that discussions are well-documented and inclusive. They will lead data collection efforts by distributing and tracking CLCA instruments, coordinating and conducting focus groups and interviews, and analyzing data from a variety of sources. In addition, the contractor will support reporting efforts by drafting summary reports and visual materials for stakeholders and sharing findings broadly across the organization.

The contractor will also assist in the development of a culturally responsive action plan, ensuring that the plan includes practical steps and tools for monitoring progress and implementation. Furthermore, the contractor will provide oversight and mentorship to a Public Health graduate-level intern assigned to the project (TBD), ensuring high-quality learning experience and collaborative work environment.

Key Responsibilities

  • Workgroup Coordination: Organizing and documenting meetings, compiling demographic data, and liaising with consultants.
  • Facilitate Shared Visioning: Plan and document forums engaging staff, leadership, and community stakeholders around cultural and linguistic competence.
  • Lead Data Collection & Analysis: Distribute and track CLCA instruments, organize focus groups and interviews, and analyze data from multiple sources.
  • Support Reporting & Communication: Draft reports and visuals for stakeholders and communicate findings across the organization.
  • Assist with Action Planning: Develop a responsive action plan and tools to monitor implementation and progress.
  • Oversee and Collaborate: Oversee work with Public Health graduate level intern. Ensure quality experience.

Qualifications

  • Bachelor’s degree (or higher) in Public Health, Social Work, Public Administration, Education, Communication, or a related field
  • Experience with organizational assessments, evaluation frameworks, or policy development
  • Experience coordinating assessments, program implementation, or stakeholder engagement in health or human services settings
  • Strong understanding of cultural and linguistic competence frameworks and their application in organizational settings
  • Demonstrated experience with qualitative and quantitative data collection methods (e.g., surveys, interviews, focus groups)
  • Strong writing, communication, and presentation skills, including experience developing reports and visual summaries
  • Ability to manage projects independently, meet deadlines, and coordinate multiple moving parts
  • Skilled in facilitation of meetings, forums, or group discussions

Preferred

  • Master’s degree in public health, Social Work, Public Administration, Education, Communication, or a related field (Master’s degree (or current student) preferred)
  • Knowledge of New Mexico’s communities and public health priorities
  • Bilingual or multilingual (especially Spanish, Vietnamese, Diné Bizaad, or Zuni)
  • Familiarity with accessibility best practices and inclusive communication strategies
