JOB SUMMARY

Corvus Consulting is seeking a senior-level program analyst with extensive DoD experience in Electromagnetic Warfare policy, planning, and interagency coordination to support the Strategic Operations Directorate, Office of the Deputy Chief of Staff, G-3/5/7 Electromagnetic Warfare Division (DAMO-SOW).  The ideal candidate has a strong background in Army and Joint operations, understands JCIDS and PPBE, is familiar with ARCYBER and USCYBERCOM processes, and excels in strategic analysis and management of complex tasks.

 

RESPONSIBILITIES

  • Coordinate, integrate, and synchronize EW/EMSO development efforts across Army Centers of Excellence (COE), Army, and Joint communications as appropriate when concepts and DOTMLPF-P solutions are proposed to solve or mitigate gaps.
  • Support the development, conduct, and execution of demonstrations, experimentation, and prototyping to identify/verify acceptable solutions for applicable formations.
  • Assist in the development of learning demands to inform production of EW Demonstration, Experimentation, and Prototyping (DE&P), ACIDS requirements documents, and EW Strategies.
  • Develop orders in coordination with the Cyber Center of Excellence (CCoE) that address the execution of ACM-EW Demonstration, Experimentation, and Prototyping study plans.
  • Analyze and produce materiel requirement recommendations based on Force Design Updates which impact Army EW capabilities.
  • Support efforts for ACM EW-assigned Integrated EW System capability development for current and future Programs of Record (PoRs). 
  • Provide DOTMLPF-P analysis briefing and report of required changes to procure and employ current and future PoRs in response to a short notice Congressional tasking.
  • Assist DAMO-SOW in researching inquiries from Congress and other higher authorities and provide draft responses regarding any aspect of EW/EMSO.
  • Participate as an action officer, subject to Government review and control, in EW/EMSO related meetings and forums to include, but not limited to Action Officer Working Groups, General Officer Steering Committees, and Executive Boards.
  • Prepare and support development of briefings, information/decision papers, policy documents, orders (EXORDS), reports and official correspondence related to DAMO-SOW equities.
  • Conduct research on National, DoD, Joint and service policies related to the DAMO-SOW portfolio.
  • Facilitate execution of meetings in support of DAMO-SOW efforts. 

 

KNOWLEDGE/SKILLS/ABILITIES

  • Familiarity with HQDA processes and systems. 
  • Familiarity with the Microsoft 365 and Adobe suites of tools
  • Excellent written and verbal communications skills. 
  • Attention to detail.
  • Familiarity with the military decision-making process
  • Demonstrated ability to work independently and effectively in a dynamic team environment.
  • Demonstrated ability to prioritize competing tasks and meet short­ suspense deadlines in a fast-paced environment.
  • Ability to travel in support of DAMO-SOW requirements.

QUALIFICATIONS:

Minimum Qualifications include:

  • Active TS/SCI security clearance.
  • Bachelor’s degree and 15+ years of US DoD experience.
  • Four years of experience supporting EW/CEMA operations at the HQDA level or equivalent. 

 

 

Preferred Qualifications:

  • Experience and knowledge of military documentation process.
  • Familiarity with the Joint Capabilities Integration and Development System (JCIDS)
  • Familiarity with the Planning, Programming, Budgeting, and Executing (PPBE) process.
  • Familiarity with the roles and functions of Army Cyber Command and the Cyberspace Center of Excellence
  • Familiarity with the structure and functions of OSD, Joint Staff, HQDA, Combatant Commands, Army Service Component Commands (ASCCs), and the Combined Arms Command (CAC).
