Senior Operational Analyst (Assessment)
Quantico, VA
The Senior Analyst reports to and receives work direction from the Project Manager. The Assessment Specialist will be responsible for designing, conducting, and analyzing assessments to evaluate various aspects of our programs, processes, and organizational performance. This role requires a strong analytical background, excellent communication skills, and the ability to work collaboratively with different departments. The Senior Analyst will provide support that includes the following activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsible for handling requests requiring researching problem areas, drafting reports or other documents, inputting, deleting, retrieving, manipulating, and correcting information in automated databases or electronic records
Prepare and present Service or Joint Correspondence
Consult with non-technical audiences on technical problems, work in a highly collaborative, team-oriented environment, and balance long- and short-term tasks
Develop and maintain personal and professional contacts with senior civilian and military leaders and officials within DoD
Lead groups, negotiate compromises, and influence key leaders, customers and stakeholders involving problems or policy issues
Prepare correspondence, read ahead, reports, and other written materials for senior DOD officials
Work with stakeholders to adjudicate input to decision packages, resolve conflicts regarding oversight and governance processes within the organization
Write briefings, decision memorandums, and other materials for senior DoD leadership
Lead the day-to-day execution of client efforts and support executive level committees
Design and develop assessment tools and methodologies to evaluate programs, processes, and performance
Conduct assessments using various methods such as surveys, interviews, observations, and data analysis
Analyze assessment data to identify trends, strengths, weaknesses, and areas for improvement
Prepare detailed assessment reports and present findings to stakeholders
Collaborate with different departments to understand their assessment needs and provide tailored solutions
Develop recommendations based on assessment findings to inform decision-making and strategy
Ensure assessments are conducted ethically and comply with relevant standards and guidelines
Maintain accurate records of assessment activities and outcomes
Perform other related duties incidental to the work described
EDUCATION
Bachelor's degree required
EXPERIENCE
In-depth knowledge of Marine Corps Training and Education Command (TECOM) Live, Virtual, Constructive Training Environment (LVCTE), including simulation integration, scenario development, and application to military training exercises
Expertise in Marine Corps Service Level Training Environment (SLTE) methodologies, enhancing operational readiness through immersive training simulations and multi-domain coordination
Extensive experience conducting assessments, evaluations, and research to support data-driven decision-making. Skilled in designing and implementing studies to analyze performance, trends, and effectiveness of programs or initiatives
Strong command of statistical and survey analysis tools, including SPSS, SurveyMonkey, and Excel. Capable of leveraging these platforms to process complex datasets, generate insights, and visualize key findings to inform strategic recommendations
Experienced in applying diverse research methodologies, including qualitative interviews, case studies, focus groups, and quantitative data collection techniques. Adept at synthesizing findings to produce comprehensive reports, actionable insights, and evidence-based conclusions
Deep knowledge of regulatory frameworks, best practices, and established guidelines relevant to industry assessments. Ability to ensure compliance with standards while optimizing evaluation methodologies to align with organizational objectives and stakeholder expectations

WORKING CONDITIONS
Required to sit for extended periods of time and maintain focus
SPECIAL POSITION NOTATIONS
Requires 5% - 10% travel
