Position Title: Program Manager – Contingent Labor Contract (City of Houston)
Location: Houston, TX, USA
Position Overview We are seeking a highly skilled and experienced Program Manager to oversee the execution of a large-scale contingent labor services contract for the City of Houston. The Program Manager will be responsible for ensuring contract compliance, delivering high-quality staffing services, managing risk, maintaining strong client relationships, and ensuring timely and effective service delivery. Key Responsibilities Contract Oversight & Compliance Serve as the primary point of contact for the City of Houston on all contract-related matters. Ensure full compliance with the terms, conditions, and performance standards outlined in the solicitation and contract. Monitor service delivery, timelines, and budget to ensure alignment with contractual obligations. Staffing & Workforce Management Direct the recruitment, onboarding, and ongoing management of contingent labor personnel. Oversee assignment fulfillment, schedule adherence, and quality control for deployed resources. Client Relationship Management Foster strong, transparent relationships with City stakeholders. Conduct regular status meetings and prepare performance reports for the City. Respond promptly to issues or concerns raised by City representatives. Risk Management Identify, assess, and mitigate operational risks that could impact contract performance. Develop and implement proactive strategies to address challenges in workforce deployment or compliance. Quality Assurance & Continuous Improvement Monitor KPIs and performance metrics. Lead continuous improvement efforts to optimize staffing models and operational efficiency. Ensure that all personnel meet the qualification requirements as outlined in the contract. Minimum Qualifications Bachelor's degree in Business Administration, Human Resources, Public Administration, or related field. Minimum 7 years of experience managing large-scale staffing or contingent labor contracts. Demonstrated success managing government contracts or public sector service delivery preferred. Experience managing diverse teams, including case managers, billing specialists, and other operational personnel. Required Skills Strong understanding of contingent workforce operations and vendor management systems (VMS). Exceptional communication, leadership, and client relationship skills. Proven ability to manage risk and implement corrective actions effectively. Familiarity with compliance standards in municipal or government contracting. Proficiency in data-driven performance monitoring and reporting.
