We are looking for a Facilities Planner/Manager in Chesapeake, Virginia.


Summary


Provide technical and professional requirements in support of the Center for Security Forces (CENSECFOR) training mission. Instructional, professional, management services, and associated support services to enable CENSECFOR to provide mission essential management support and training.



Responsibilities


  • Provides input and technical expertise necessary to strategically plan and implement the construction, overhaul, repair, and preventative maintenance of all CENSECFOR training areas and facilities.
  • Analyzes and evaluates present and future facility requirements for all CENSECFOR
  • Learning Sites, including office areas, classrooms, laboratory facilities, weapon ranges, armories, ready service lockers (RSL), and maintenance of training devices.
  • Participates in and provides CENSECFOR input to Navy Education and Training Command (NETC) Navy Training Infrastructure Plan (NTIP).
  • Assists CENSECFOR in development of long-range planning of Facilities and future CESE requirements.
  • Provides technical guidance in the development and execution of facilities project development and design, master planning, space requirements, real estate issues, engineering design review, and other issues required to support the total facility needs of CENSECFOR.
  • Assists Learning Sites in identifying courses of action to take for repairs, maintenance, technology updates, and facility issues.
  • Provides input for facilities contracts, repairs, and maintenance.
  • Oversees the installation and maintenance of facilities and training devices.
  • Assists the local CENSECFOR HQ building facility manager in tracking building maintenance and repair requests.
Requirements:
  • Bachelor of Science degree in Civil Engineering from an accredited institution and a minimum of 5 years direct experience in a DOD facilities management involving (at a minimum) facilities planning, MILCON and Special Projects programming, and facilities maintenance.
  • Capability to travel on a frequent basis, sometimes unscheduled, throughout the CENSECFOR domain.
  • Possess a valid state driver's license.
  • Ability to obtain a Favorable Tier 3 Background Investigation.
  • Possess an in-depth knowledge of the Naval Facilities Engineering Command (NAVFAC) organizational structure, and how NAVFAC performs its duties and responsibilities as a major Systems Command (SYSCOM) for the U.S. Navy.
  • Familiarity with the organizational structure of the U.S. Navy; Manpower, Personnel, Training, and Education Command (MPT&E); Naval Education and Training Command (NETC); CENSECFOR; and the functional relationships between the CENSECFOR domain and other activities.
  • A comprehensive understanding of the various mission areas under the direction of CENSECFOR and the Naval Expeditionary Combat Command (NECC), and of the associated training facilities necessary to support current and future training requirements.
  • A knowledge of the laws, regulations, policies and precedents impacting on the development, construction, and maintenance of associated training equipment and facilities, with particular emphasis on safety and environmental issues.
  • Excellent communication skills, both orally and in writing.
  • Ability to interact with individuals internally throughout the domain, as well as from organizations.
  • Working knowledge of Microsoft Office suite.
  • Active Secret Clearance - Required
