Overview
As a Scheduler supporting NIWC PAC Hawaii you will work remotely and at times at the NIWC facility in Pearl City. You will be part of a team that accomplishes the following:
Collect project-scheduling artifacts for Guam C4I MILCON projects in Guam to create a consolidated program-level C4/IT Integrated Master Schedule (IMS)
Develop and maintain a program-level C4/IT IMS in MS Project that includes all annual/fiscal administrative, program and project battle rhythm events, schedules, processes and milestones for projects in Guam in accordance NIWC PAC directives.
Use industry standard practices and schedule analytical/program risk tools to assemble data, determine logic framework and develop the structure of the IMS such that:
(a) It is manageable and sustainable within the evolving environment of the program.
(b) Analyzes, integrates and formats cost/schedule information.
Use scheduling software that is compatible with Microsoft’s Project Server application, version 2016 or higher
(a) Update and submit the Intergraded Master Schedule (IMS) (CDRL A002).
(b)Â Create and maintain high-visibility, operations-level timeline report from the Program IMS with discrete milestones, events and activities, as defined by the C4/IT Program Manager (CDRL A003).
Perform Critical Path Analyses to identify dependencies, gaps, and schedule risks within the IMSs to:
(a) Assist in the definition, articulation and workable solutions to problems.
(b) To communicate issues and resolutions to program management.
(c) Collect and integrate multiple processes.
(d) Lead working groups to develop solutions to schedule deficiencies.
Interact with and provide direct support to:
Project Engineers
Project Functional Area Managers (FAM)
Project Operations Team members
Assist the Government in providing Quality Assurance (QA) assessment on project scheduling artifacts to ensure compliance by C4/IT executing agents
Translate schedule data into financial forecasts and spend plans to support project monthly reporting (CDRL A004).
Align financial expenditures with the project schedule to ensure resource availability. Generate as-required reports that visually compare schedule execution with financial performance (CDRL A005).
The Contractor shall complete a Contractor’s Progress, Status, and Management Report monthly in accordance with (CDRL A001).
Responsibilities
Must possess a final/active SECRET clearance.
Proficient in applying principles of project management to developing large, complex schedules.
Experience maintaining several schedules at any given time for various projects in various stages.
Experience working closely with a Project Management Office (PMO) to contribute to processes for continuous improvement.
Experience establishing Work Breakdown Structures (WBS) and baseline schedules with task networking, resource loading and leveling, schedule status, performance tracking, and critical path reporting and analysis.
3+ years of experience using Microsoft Project
