Reporting to the Assistant Vice President, Facilities & Capital Projects, the Director of Capital Projects and Planning is responsible for the planning and management of both the design and construction process for capital and major deferred capital maintenance projects. Working collaboratively with the Facilities Management, Administrative departments, and end users, the Director of Capital Projects and Planning ensures projects are well defined, scoped, competitively bid, and successfully delivered, with high quality, on-time and within budget. The Director of Capital Projects and Planning directly manages the activities of the Capital Projects staff. The Director is responsible for the maintenance, preservation and updating of Roger Williams University building files, both paper and digital, and the file systems in which they are contained.

Capital Projects - Procurement
Identify appropriate and qualified Architects, Engineers, Consultants and Contractors on a per project basis.

Oversee Designer and Contractor RFP development utilizing Capital Projects Department templates.

Administer Roger Williams Universities purchasing policies and procedures for solicitation and contract award.

Capital Projects - Pre-Construction Phase
Serve as the primary point of contact for design and construction for university stakeholders.

Assemble and coordinates internal and external teams for project development.

Develop project specific plans to include detailed scope, cost estimates, project timelines, milestones, and deliverables.

Identify project risks and mitigation measures.

Ensure codes and regulations are being followed.

Capital Projects - Construction Phase
Monitor and document progress in order to ensure quality standards and compliance with plans/specifications.

Facilitate and organize meetings, chairs or attends weekly progress and coordination job meeting.

Provide onsite management as required, prepare periodic status updates on all projects including schedule, risk/impact issues, change control and projected costs.

Ensure timely processing of payment applications, RFI's, PCO's, and CO's to avoid delays in project execution.

Resolve day-to-day issues to maintain progress and adherence to project schedule.

Close-Out-Phase
Completion of all punch items.

Resolution of change orders.

Ensure compliance with final inspections and AHJ signoffs.

Coordinate training as needed on installed equipment and systems.

Resolution and sign off of Lean Waivers.

Delivery and filing of as-builds and O&M Manuals.

Final payout and budget resolution.

Entry of project documentation into data base and file room.

Updating of CAD files.

Staff Management
Hire, train, manage, motivate, and evaluate direct report staff.

Additional Functions
Work with key stake holders in the support, development and execution of RWU's quinquennial Campus Master Plan submission.

Represent Capital Projects, as well as the University, to lead and direct the design and construction team for all phases of project administration.

Negotiate terms and conditions, value engineering deliberations, analysis of alternatives, risk assessments, quality control, cost estimation, project plan review and any compliance issues.

Communicate regularly with academic departments including Facilities, Academic Administration, Student Life, Admissions and Advancement ensuring clear visibility of department activities and priorities.

Work with Facilities and building occupants while commissioning, move in and long term occupancy and avoid operational problems.

Maintain awareness of current Building Codes, maximized space utilization, sustainable design practices, ADA Regulations as required.

Evaluate consultants, contractors and vendors performance and value added to the project's success.



Job Requirements:

Bachelors Degree in Construction Management, Architecture, Engineering or a related discipline.

A minimum of five years construction, facilities management, architectural design, project management experience relative to educational projects.

Experience with projects ranging from $250,000 to $5M.

Strong working knowledge of the construction industry, AIA contract documents, building and accessibility codes, knowledge of sustainable design and best practices construction methods.

Experience working with construction documents, details and the change management process.

Proven experience to develop and manage assigned Capital Projects budgets and estimates. Monitoring and reporting on progress payments, percentage complete and cost to complete invoicing.

Ability to examine complex situations, key elements and considerations as well as their relationship to other factors in or to develop clear, concise value added solutions.

Ability to identify and understand environmental influences impacting each project and/or situation.

Excellent interpersonal, oral and written communications skills to communicate to a wide variety of audiences while providing a high level of customer service to all stakeholders.

Working knowledge of AutoCAD, construction accounting, development and management of spreadsheets including Microsoft Office and Project software.

Ability to lead, direct and influence others to endure positive outcomes and continual improvement of team.

Must be focused on budget and schedule deliverables, project, program and cost detail administration, while working under time sensitive pressure in a fast paced environment.

Ability to prioritize and deliver multiple projects concurrently in order to meet critical deadlines.

Preferred Qualifications
Masters Degree in Construction Management, Architecture, Engineering or a related discipline.

Experience in higher education campus or multi building sites.

Rehab as well as ground-up new construction experience.

Hazmat abatement experience helpful as is OSHA 30 certification.

Dispute resolution, strong negotiator with demonstrated success with subcontractor claims and disputes.
