Essential Job Functions:  

This position performs non-judicial clerical and cashiering work in the Circuit Courts.  Work involves examining, recording, scanning, indexing and verifying real estate and other documents such as deeds, mortgages, release agreements, plats etc. Land Record instruments may be received in person, by mail, or electronically.  Requires accurate recording of document and fees collected or taxes due.  Other duties are to provide customer service for the courts and any other tasks assigned by management. 

Provides customer service for the courts by examining, recording, scanning, numbering, indexing, verifying, entering, retrieving, and copying data to process legal and recordable documents specifically related to land records in order to maintain a permanent record for public use.  Operate a cash register and reconcile a cash drawer at the end of each day. 

Provide customer service by answering the telephone and assisting customers with how the land records are organized and how to search for documents in the system.  Process passport applications, administer oath, and distribute to passport services.  Receive marriage license applications, administer oath, complete/assign civil ceremonies and prepare certified copies of marriage records from the book or electronically. 

Maintain all indices for recorded documents within land records including Federal, State and County Tax Liens.  Enter data into jportal, print batch lists, proofread for possible errors and make corrections as necessary.  Administer the oath for notary commissions.

Mail back original documents when the Supervisor verifies a book can be released in the system.  Operate the postage machine for daily mail.  Prepare an application, issue and renew business licenses.  Contacting appropriate agencies such as Comptroller, County or City Tax office for clearance.  Any other duties as assigned by management.

Minimum Qualifications:

Education:     High school diploma (or GED equivalent).

Experience:   One (1) year of general clerical experience.                                     

Note:

A Bachelor?s Degree may substitute the required work experience.

A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.

A Paralegal Certificate may substitute the required work experience.

Knowledge:

Judicial policies, procedures and forms. 

Basic office equipment including, but not limited to, computers, telephones, copiers, scanners, fax machines, typewriter, cash register, etc.

Skill in:

Applying job-related terminology, codes, policies, procedures, rules, regulations and laws. 

Effective communication with customers, coworkers, and management. 

Basic accounting.

Ability to:

Interpret, apply and follow a variety of written or verbal instructions. 

Provide assistance, guidance and direction to others in a polite and efficient manner. 

Multi-task effectively. 

Learn instrument codes and instrument-specific indexing procedures.

Examine legal property documents.

Physical Requirements:

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
