In support of a Marine Corps Systems Command customer, we are seeking a Logistics Analyst with United States Marine Corps (USMC) manpower, personnel, and training (MPT) experience supporting Department of Defense (DoD) Federal acquisition programs and knowledge of policy/principles/organizational protocols.


A logistics Analyst with MPT experience should be highly analytical and detail-oriented and is responsible for developing and compiling comprehensive manpower analysis reports such as the manpower analysis report (MAR). The Logistics Analyst with MPT experience will support the USMC in evaluating force structure, personnel readiness, and training requirements. The Logistics Analyst with MPT experience will compile and present detailed manpower analysis reports and conduct training pipeline and capacity assessments to inform strategic planning and resource allocation across the USMC. The Logistics Analyst with MPT experience supports strategic decision-making by analyzing personnel data, assessing manpower requirements, assessing training requirements and recommending resource allocations to optimize force readiness and effectiveness. The specific requirements and tasks may include, but are not limited to the following:

Report directly to the MPT Specialist and Lead Logistician, Product Manager Engineer Systems (PdM ES);

Collect, synthesize, and analyze personnel and/or training data from various USMC and DoD systems (e.g., Total Force Data Warehouse (TFDW), Marine Corps Total Force System (MCTFS), Marine Corps Training Information Management System (MCTIMS), or directly from the organizations;

Develop and maintain manpower analysis reports, identifying trends in staffing, readiness, training, and Marine Occupational Specialty-level capability across active and reserve components;

Conduct training throughput and capacity analysis to evaluate whether current training programs align with manpower requirements and future force needs;

Collaborate closely with USMC Manpower & Reserve Affairs (M&RA), Training & Education Command (TECOM), Occupational Field Sponsors, training commands, and other stakeholders to ensure data accuracy and support alignment of manpower and training strategies;

Provide recommendations for optimizing force development and training pipelines to ensure timely and effective delivery of trained Marines;

Monitor policy changes, operational plans, and programmatic shifts impacting manpower and training requirements;

Prepare detailed manpower analysis reports highlighting trends, gaps, readiness, and alignment with force structure


The specific requirements and tasks may include, but are not limited to the following:

-Engage with various USMC commands, Department of Defense (DoD) entities, and other relevant agencies to collect, validate, and analyze manpower-related data. Ensuring timely acquisition of accurate information necessary to support the development and completion of comprehensive manpower analysis reports.

-Collaborate with internal stakeholders and external organizations across the USMC and DoD to obtain personnel and operational data required for manpower analysis, facilitate the collection, validation, and clarification of manpower and personnel data necessary to support analytical efforts for a manpower analysis report.

-Proactively engage with external entities to obtain relevant data inputs required for manpower studies and reports. This includes resolving data discrepancies.

-Ensure all collected data is complete, accurate, and delivered within required timelines to support the preparation of manpower analysis reports and recommendations.


Education/Experience:

High School Diploma or GED required. Bachelor’s degree in a related field is preferred with Ten (10) years of relevant experience in acquisition programs and MPT. Eight (8) years of direct experience may be substituted for a master’s degree. Equivalency can be granted through military experience, especially for retired Marines or those with significant Training and Education Command (TECOM), Combat Development & Integration (CD&I), or schoolhouse background, and knowledge in the analysis of the areas required in the manpower analysis report (MAR). 


Specific/Preferred Requirements:

This position requires an active Secret Security Clearance;

- This position is eligible for remote work or telework;

- Relevant experience in manpower analysis, training management, or force structure planning;

- Familiarity with USMC manpower systems and processes;

- Familiarity with key USMC systems and databases to include but not limited to Total Force Structure Management Systems (TFSMS) and MCTIMS;

- Understanding of USMC billet structure, occupational fields, and training pipelines;

- Proficiency with data analytics and visualization tools;  

- Experience with training throughput modeling, capacity assessment, or pipeline forecasting;

- Knowledge of DoD and USMC manpower, force structure planning principles, and planning policies;

- Strong organizational and communication skills for developing reports and presenting to high-level stakeholders;

- Ability to work independently in a fast-paced, mission-focused environment;

- Experience with manpower modeling and simulation;

- Experience in USMC Manpower, Personnel, and Training Plans;

- Familiarity with Marine Corps organizations, functional missions, environment, and programs;

- Knowledge and experience with the Manpower, Personnel, and Training Analysis Report;

- Proficient in MS Office products (Word, Excel, Project, PowerPoint);

- Experience interfacing directly with Government clients up through senior-level staff to help achieve their objectives by providing management, technical and programmatic support;

- Ability to effectively manage multiple program components and activities simultaneously, independently or as a member or a working group;

- Ability to adapt to fast paced and changing environment;

- Excellent communication skills both oral and written.
