Essential Job Functions:
The Judiciary Civil Clerk processes civil cases, landlord/ tenant cases, and special proceeding cases from initial filing through post-judgment action and until the cases are closed in the Civil Division for Frederick County District Court. The clerk also assists the public at the counter and on the phone with questions about District Court procedure or general court information. The clerk strives to maintain an organized and efficient workflow, helping with all duties to make the office run smoothly. This position is essential personnel and subject to call-in during emergencies and adverse weather conditions.
Essential Duties and Responsibilities:
Process post-judgment filings such as Oral Exams, Garnishments, Writs of Execution, Motions, Liens, & Appeals. Verify judgment information on the filings. Enter the appropriate information into the data system and follow through with necessary action(s). Prepare civil status notices or deficiency notices when needed. Process judge?s rulings on motions. Pull & scan files for incoming work, order files from archive to be scanned
Answers telephone & counter inquiries. Direct the public to the proper action/ agency. Provide necessary explanation to complete District Court form or on procedures.
Enters new civil complaints filed over the counter into the computer system and process new cases through file and serve, prepare transmittals for service of the summons. Enter reissues of summons and set the new trial date for the case. When cases are contested, enter information into the system and reset the trial date.
Prepares trial dockets, verify, print & post the docket. Enter postponements, continuances, judgments, dismissals or other actions noted by the Judge into system. Check to make sure docket sheets and costs are correct.
Prepares transmittals and summonses for service. Manually process Failure to Pay Rent Cases. Type rent docket. Check rent cases coming back from court for completeness. Separate money judgments on Failure to Pay Rent cases. Process Warrants of Restitution, send to judge for signature, to sheriff for service, and to parties for notice. Maintain
statistics regarding numbers of evictions.
Enters Petitions for Domestic Violence, Peace Orders, and Emergency Evaluations into the system. Research other cases between parties. If order is granted, forward a copy of the order to the sheriff, fax request for DSS report if ordered, enter actions into the system and prepare files for later hearings. Process the post-hearing filings through termination of case.
Back up cashier weekly and serve as the primary cashier periodically, accepting payments for civil, criminal, traffic, and appeal filings and fees. Open and distribute mail. Prepare transmittals to the sheriff. Act as counter back up. Process Bond Forfeitures and Municipal Infraction cases. Prepare refund requests. Prepare bond form when defendants are brought in on body attachments. Fill in for Judge?s secretary or other
positions when needed. Conduct bank runs when change is required. Deliver mail to post office or collection box receptacles.
Minimum Qualifications:
Education:
High school diploma (or GED equivalent).
Experience:
One (1) year of work experience, preferably in court operations or in the fields of criminal justice, parole and probation, legal or financial services.
Note:
A Bachelor?s Degree may substitute the required work experience.
A Paralegal/Associates Degree or 60 college credits may substitute the required work experience.
A Paralegal Certificate may substitute the required work experience.
Knowledge, Skills, and Abilities:
Knowledge of:
General office practices, procedures, and equipment.
Standard legal forms and documents used in the Judiciary.
Basic English and arithmetic to include, but not limited to, spelling, punctuation, addition,
subtraction, multiplication, and division.
Skill in:
Customer service and handling problems tactfully and patiently.
Typing on a personal computer.
Accuracy and attention to detail.
Ability to:

Ability to work on a team and respect the Supervisor
Ability to set priorities and work efficiently
Ability to resolve complex as well as routine problems

Physical Requirements:
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.

Copier- to make copies for customer, copies of judge?s order, status notices, etc.
Cash Register- ring up fines/ filings that are filed with the court
Fax Machine- to send requests for DSS orders, send orders to Sheriff Dept.
Printer- Print summonses, mailers, labels, etc.
Credit Card Machine- used to process credit card payments by customers
Time stamp- used to date and time stamp all correspondence
Telephone- to receive and make calls
Scanner ? Scan documents to case events
Software and Computer Skills:

Odyssey Case Management System to process cases
