Position Summary

Brief Description of PSU/School/Dept
PSU’s Regional Research Institute for Human Services (RRI), where OSECE is housed, is part of the School of Social Work. The RRI conducts innovative research and program evaluation that address critical community issues. We work at the intersection of research, practice, training, and policy with local, state, regional, national, and international agencies and partners. The quality of our community-based participatory action work has gained us a national reputation.
Position Summary
The goal of Oregon Supported Employment Center for Excellence (OSECE) is to support the implementation and sustainability of Individual Placement and Support (IPS) Supported Employment (SE) services in Oregon, ensuring they are consistent with the IPS model and current research. OSECE’s primary function is to provide technical assistance and support based on national best practices and the current SE model. It will also conduct annual fidelity reviews of all OHA-accredited Supported Employment programs.

Under the guidance of OHA’s Centers for Excellence Administrator and the PSU Contract Administrator, the OSECE Director oversees the implementation of PSU’s OSECE Contract with OHA. The OSECE Director will (1) directly supervise and mentor OSECE team members, (2) perform IPS fidelity reviews on select sites, (3) conduct trainings in IPS and other evidence-based mental health interventions at mental health agencies, annual events, and via webinars, and (4) proactively keep the Center’s OHA Administrator apprised of OSECE’s progress, areas of need and concern, and strategies to improve the Centers’ impact and reach.

This position is housed at Portland State University’s Regional Research Institute. Extensive statewide travel is required.
Minimum Qualifications
Bachelor’s degree in a related field of study and 4 to 6 years of professional experience or Master’s degree in a related field of study and 3+ years including significant management experience.

• Possess strong written, verbal, and interpersonal communication skills, including effective public speaking abilities.
• Demonstrate familiarity with current practices and research in psychiatric rehabilitation and recovery-focused services, including peer-delivered services, integrated physical and behavioral healthcare, IPS, Integrated Dual Diagnosis, Illness Management, and recovery-oriented models such as Illness Management and Recovery or the Eight Dimensions of Wellness.
• Be willing and able to travel extensively throughout Oregon, with occasional national travel.
• Possess sufficient business experience to meet the demands of the position, including proficiency with various software applications (e.g., Microsoft Word, Excel), internet, and wireless communication technologies.
• Successfully pass a criminal history check.
• Provide proof of a current, valid driver’s license, comprehensive automobile insurance, and a safe driving record to use rental or personal vehicle for required duties.
• Utilize active listening skills effectively with clients, colleagues, and community partners.
• Consistently present a positive attitude and professional dress and demeanor that reflect favorably on the organization’s image.
• Effectively manage frequent interruptions and changing priorities.
• Employ strong customer relations skills, including the ability to work with diverse individuals in stressful environments, demonstrate an understanding of group dynamics, and handle stress competently.
• Practice strong organizational skills and effective time management.
Preferred Qualifications
• Graduate degree in social work, psychology or a behavioral science.
• Working knowledge of Oregon’s behavioral health and Medicaid OARs.
• At least five years of clinical experience in Supported Employment.
• At least five years of senior administrative or management experience.

Work Days/HoursTotal Compensation Range & Benefits Statement
PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity. The starting annual salary range for this position will be between $72,732 and $96,384, but may be negotiated above this rate dependent upon the factors above, the budget of the hiring department, and approval from HR. This is a benefited position: benefits include 95% premium paid health insurance, retirement plan, and reduced tuition rates for employee, spouse or dependent at any of the Oregon University System schools.
