Who We Need
The DoD Acquisition SME will focus on Digital Engineering & Acquisition from conceptual development, requirements, analysis and design, implementation, configuration management, and Interface Management through life-cycle support, leading multiple projects, which requires a fresh leadership perspective and best practices with a minimum of 10 years as a practitioner.
The Digital Engineering & Atlassian Developer is a systems architect position that will be working with a high-end Digital Engineering Solutions technical team. The Atlassian Developer will draw on their experience as an engineer to help the team configure Jira, Confluence, and Jira Service Management to provide customized, unique solutions for our Space Systems Command customer. This position will be responsible for building custom Jira workflows and custom Confluence dashboards to capture and display data. You will work with the customer to elicit requirements and workflows and turn those into automated and semi-automated processes in Jira. You will use Jira Service Management to develop workflows and configuration management projects

- Lead development efforts for a Digital Engineering and Atlassian Development Team
- Elicit customer requirements and turn them into complex workflows using Jira and Jira Service Management
- Provide advice, guidance and hands on support to the development team in building complex workflows, capturing data, and building dashboards to display data
- Design and build unique, automated, and semi-automated processes in Jira
- Expert understanding of Atlassian products and how they work together
- In depth understanding of the DoD acquisition process

Required Qualifications
• Extensive knowledge of DoDI 5000 and DoD Acquisition processes
- Extensive knowledge of Atlassian Jira, Confluence, and JSM products
- Experience customizing workflows, setting up dashboards, and generating reports or full stack developer experience
- Advanced SQL and JQL query experience
- 10+ years’ experience in setting up and supporting Atlassian Tools (Jira, Confluence, JSM, etc.)
- Strong experience in automating and extending base Jira/Confluence functionality, including scripting
- 10+ years’ experience using/extending REST API for Jira and Confluence
- 10+ years’ experience using Git and branching models or other source control repositories
- Familiar with SAFe, Agile, and other JIRA methodologies to help advise the customer on how to adhere to best practices to ensure quality of service
- Front end development using JavaScript, Angular, HTML, CSS, Restful APIs, and Java.
- 10+ years of experience interacting with clients
- Experience in a System Program Office (SPO) or Program Management Office (PMO) assigned with delivering hardware and/or software products for DoD operators (space systems preferred but other SPO/PMO experience may be considered) This includes full lifecycle (cradle-to-grave) acquisition support with conducting market research, assisting in the development of acquisition strategies, preparing solicitation documentation for both pre- and post-award stages, and reviewing proposals for compliance. Additionally, tracking and managing requirements, maintaining technical baselines, monitoring program risks, integrating objectives across program, balancing cost, schedule, and performance (strongly desired).
- Working knowledge of DOD contract types and familiarity with Federal Acquisition Regulations (FAR)
- Experience with creating, managing, and integrating DoD schedules
- Experience with program artifacts, such as Technical Performance Requirements (TPRs), Contract Data Requirements Lists (CDRLs), Engineering Change Proposals (ECP), Standard Operating Procedures (SOPs), DoD acquisition policies and procedures such as Work Breakdown Structure (WBS), Statement of Work (SOW), Earned Value Management (EVM), Integrated Master Schedule (IMS), Risk, Issue, and Opportunity (RIO), maintenance and support specifications
- Working knowledge of the Adaptive Acquisition Framework (AAF)
- Basic understanding of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process
- Working knowledge of source selection evaluation criteria and evaluating proposals against evaluation criteria
- Demonstrated ability for autonomous work, seamlessly working with team members and senior leadership with minimal supervision
- Exhibit strong critical thinking abilities and problem-solving acumen, proactively addressing challenges and preempting potential issues
- Demonstrated ability to proactively approach tasks, address challenges, and solve problems
- Exceptional communication skills to include written, verbal, and presentation skills, combined with the ability to efficiently communicate in a DoD environment and the ability to comprehend complex written or verbal information
- Proven ability to work collaboratively with a diverse set of leaders and colleagues, while exemplifying effective teamwork and collaboration skills in both physical and virtual workplace environments
Preferred Qualifications
• Bachelor’s Degree in Engineering or related field with 10+ years’ experience (Experience may substitute for a degree).
- DoD knowledge / experience.
- Ability to code in CSS, Java, and Python
- High-level understanding of technology (networking, software installation).
- Experience with agile practices (Certified Scrum Master Desired)
- Proven adaptability in high-stress situations.

Salary and Benefits
The range for this position is between $175,000 and $190,000. Actual salary will be negotiated with this position’s Hiring Manager and can vary depending on the following factors: Billable contract and labor category, experience, skills, education /certifications/ licenses & geographic location.
