Job Title: Subject Matter Expert (SME) Contract Administration Support
Location:Work shall be conducted at the Department of Energy (DOE) government offices, the Hanford Site and Richland, WA.

This position may be telework eligible at the discretion of the DOE Technical Monitor (TM) in consultation with the DOE Contracting Officer (CO). If this position is identified as telework eligible, there will be a 30-day waiting period during which 100% in-office support will be expected. The DOE CO may waive the 30-day waiting period requirement if the DOE TM agrees. If in-person support is identified as required for any reason and for any length of time by the DOE TM and DOE CO, the contractor shall report for duty in person as requested. If telework is authorized, the General Support Services Contract (GSSC) shall check-in immediately when starting for the day and check out each day which includes the time started for the day, the start and end time of any breaks taken and time ended for the day. The GSSC shall provide a summary of the day's activities and be as detailed as requested by the DOE TM.

Clearance: Public trust

Citizenship: United States citizen

Compensation: $110,000.00 - $125,000.00, depending on years of relevant professional experience, related skill set and educational background.

AttainX is searching for a talented and experiencedSME-level contract administratorto join our team supporting our client, DOE, at the Hanford Field Office (HFO) working with the Assistant Manager for Procurement (AMP).

Duties:

GSSC will provide support for the following contracts:

  • Central Plateau Cleanup Company (CPCCo)
  • Hanford 222-S Laboratory
  • Hanford Mission Essentials Services
  • Occupational Medical Services
  • Tank Waste Operations (TWO)
  • Waste Treatment and Immobilization (WTP)
  • Support Services

GSSC may provide support in the following areas:

  • Analyze current processes and recommend improvements for efficiency and consistency between organizations.
  • Assist COs and contract specialists (CSs) with daily contract administration duties.
  • Create correspondence and coordinate Contractor Performance Assessment Reporting evaluations.
  • Develop, prepare, schedule and present instructional and training resources.
  • Draft contract documents and support new awards, modifications and closeouts using STRIPES.
  • Ensure compliance with monthly and quarterly reporting requirements.
  • Gather information for audits, data calls and negotiation sessions.
  • Merge files on websites and share drives for Hanford Procurement Division (HPD) actions.
  • Prepare cost/price analysis, estimates and various reports.
  • Process contract modifications for Indefinite Delivery Indefinite Quantity (IDIQ) task orders and review Requests for Services (RFS) submittals.
  • Review and process contractor invoices promptly.
  • Review contract actions for policy compliance.
  • Support complex subcontract reviews per DOE and local guidelines.
  • Support purchase card program manager with reconciliations and training activities.
  • Track actions and update workload tracking tools.
  • Utilize business operations experience to conduct tasks with minimal supervision.
  • Write Pre-negotiation Plans and Price Negotiation Memorandums.
  • Support negotiations for complex contracting actions.
  • Write, issue, update and revise policies, desk guides and procedures.

Minimum Qualifications Required:

  • Master's degree in a business field of study (i.e., accounting, economics, management, marketing) - nine years of experience in a business field may be substituted for a master's degree
  • Minimum of 12 years of experience in procurement or contract administration
  • Extensive expertise in researching and navigating the Federal Acquisition Regulations (FAR)

  • Collaboration experience with government and contractors/vendors to solve problems and strategize for success
  • Demonstrated excellent written and verbal communication skills
  • Exhibited excellent communication responsiveness and customer service skills
  • Development of high-quality work products with proper grammar, spelling and punctuation
  • Management of work environment and workload with minimal supervision based on priorities
  • Performed effectively in a fast-paced, high-stress environment on visible workloads
  • Possess strong clerical, administrative and organizational capabilities
  • Proficient in Microsoft (MS) Office 365 with an expert level of knowledge in MS Word and MS Excel
  • Ability to set and achieve goals as an individual contributor or as a team member
  • Experience in government contract formation, administration and negotiations for contracts up to $10M or more - federal or commercial
  • Experience with processing requisitions, purchase orders and reconciling government or corporate purchase card/credit card statements
  • Proficient in reading and understanding DOE, procurement and financial assistance regulations
  • Strong level of experience in technology management tools used at Hanford
  • Provided support contract formation, administration and negotiation activities
  • Provided support to organizations with tracking, monitoring, reviewing and coordinating efforts
  • Possess a working knowledge of DOE Hanford processes, program management practices, policies and procedures
