Brief Description of PSU/School/Dept
PSU’s Regional Research Institute for Human Services (RRI), where the Oregon Center of Excellence for Assertive Community Treatment (OCEACT) is housed, is part of the School of Social Work. The RRI conducts innovative research and program evaluation that address critical community issues. We work at the intersection of research, practice, training, and policy with local, state, regional, national, and international agencies and partners. The quality of our community-based participatory action work has gained us a national reputation.
Position Summary
The goal of the Oregon Center of Excellence for Assertive Community Treatment (OCEACT) is to support the implementation and sustainability of Assertive Community Treatment in Oregon, ensuring that the services are consistent with the evidence-based Assertive Community Treatment (ACT) model, Oregon Administrative Rules (OARs), and current research. OCEACT’s primary function is to provide technical assistance and support based on current and relevant research for the implementation and use of the Tool for Measuring Assertive Community Treatment (TMACT) for Oregon ACT teams.
The OCEACT Data Manager will support the operations of OCEACT by developing and maintaining data systems, conducting data analysis, and creating reports of that analysis. They will also support the fidelity assessment team leads in obtaining and interpreting the data needed to confirm fidelity to the ACT Model according to the TMACT Fidelity Scale, developed by the University of Washington Spirit Lab.
Data and software commonly used for this position include: Microsoft Office (Word, Excel, Access, PowerPoint), SPSS (for quantitative data analysis), Qualtrics web survey software, ASANA project management software, Zoom, and Teams virtual meeting platforms. Depending on experience, the Data Manager may work with the OCEACT Communications Manager to create and post materials on the OCEACT website, including webinars and data dashboards (using Tableau or similar software). This position may also use the Canvas educational platform and Atlas qualitative data analysis software.
Data to be tracked include: (1) statewide ACT team staffing and training levels, (2) each team’s level of fidelity to the ACT model over time, (3) Technical Assistance Plans and core components and progress (4) secondary data regarding participant characteristics, service utilization, and outcomes, and (5) OCEACT training participation by ACT Team members, including participant feedback/evaluation forms. The data manager will also be responsible for communicating with ACT teams around data needs, oversight of data submissions, uploads, data entry, and data cleaning. Duties include analysis of ACT program participant outcomes, as needed. Some statewide travel to provide technical assistance may be required.
Primary ActivityR - ResearchMinimum Qualifications
1. Bachelor’s degree in computer science, information technology, data science, or a related field
2. Proven success in data management (e.g., collection, modeling, quality assurance,analysis, and distribution)
3. Experience analyzing data from multiple sources
4. Experience with specific Microsoft tools and data management and analysis software, including SPSS, Qualtrics, Access, and Excel, PowerPoint, and Word
5. Business experience sufficient to meet the demands of the position, including proficiency with a variety of software applications, the internet, and wireless communication technologies
6. Ability to work independently as well as in a team environment and communicate well with others
7. Flexibility with frequent interruptions and changing priorities
8. Strong organizational skills and effective use of time
9. Successfully pass a criminal history check
Preferred Qualifications
1. Familiarity with the Oregon public health system
2. Experience using additional software, including Tableau, Atlas, Google Voice, Asana, Zoom, and Teams
3. Training and experience designing and maintaining websites
4. Leadership or other supervisory experience
5. Excellent written and verbal communication skills
6. Passion for continuously learning the latest trends in data management
7. Strong interpersonal skills to effectively manage relationships with stakeholders and community partners
8. Strong attention to detail and critical thinking skills

Total Compensation Range & Benefits Statement
The starting annual salary rate for this position will be between $67,200 and $69,264, depending on relevant skills and experience. This is a benefited position: benefits include 95% premium paid health insurance, retirement plan, and reduced tuition rates for employee, spouse or dependent at any of the Oregon University System schools.
