Personnel in this job title may be covered by NERC CIP cyber security standards.  If the position is covered, prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check.  Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training.  Annual cyber security training is also required. 

SUMMARY: 

Under general supervision, coordinates physical changes to computer databases; and codes, tests, and implements physical databases. 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

Facilitates SCADA system change requests for field instrumentation and associated transmission and distribution modifications in accordance with ERCOT protocols. 

Designs logical and physical SCADA databases or reviews description of changes to the database design to understand how changes to be made will affect the physical database and real-time system operations. 

Establishes physical database parameters related to new or existing RTU installations within TNMP transmission and distribution monitored facilities. 

Codes database descriptions and specifies identifiers of database-to-database management system or directs others in coding database descriptions on associated systems. 

Calculates optimum values for RTU database sizing parameters  protocol specific communication parameters, historical data archiving and alarming configuration. 

Specifies and configures areas of responsibility, archiving and alarming parameters for each real-time monitored data point within each transmission and distribution operational regional.  

Specifies for all SCADA system users access areas of responsibility. 

Creates, tests and corrects errors and refines changes to SCADA database and System Operator displays in accordance with ERCOT protocols. 

Implement database and display changes on SCADA production system. 

Monitor database performance, distribution of records, amount of available points, and RTU/Channel statistics. 

Directs programmers and analysts to make changes to database management system and SCADA specific programs. 

Reviews and corrects programs, trains users, and answers user questions. 

Confers with co-workers to determine impact of database changes on other systems and staff cost for making changes to database. 

Monitors and resolves SCADA data irregularities between Communications, Engineering and System Operations. 

Documents tasks to demonstrate compliance with regulatory standards such as infrastructure changes, compliance assessments, testing of significant changes, system configurations, access reviews and equipment disposal.

QUALIFICATIONS                   

MINIMUM EDUCATION AND/OR EXPERIENCE:   

Bachelor's degree from four-year college or university with five to six years related experience, or equivalent combination of education and/or experience related to the discipline. 

COMMUNICATION SKILLS:   

Strong interpersonal skills for working with uses or special project representation.               

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  

High level of listening skills for interpreting the nuances of direct and indirect communications. 

Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. 

Ability to write routine reports and correspondence.  

Ability to speak effectively before groups of customers or employees of organization. 

Ability to effectively present information to management.

ANALYSIS AND PROBLEM-SOLVING ABILITY:   

Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.  Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, engineering symbols, etc.).  Ability to identify, define, and resolve problems in a timely manner, gather and analyze information skillfully, develop alternative resolutions when required.  Ability to think abstractly, as protocols are proposed and /or modified and changed.  Ability to collect data, establish facts, and draw valid conclusions. 

COMPUTER SKILLS:                    

Working knowledge of relational database management principles and structures.

Working knowledge of real-time SCADA/Energy Management System (EMS) Operations with a preference in OSI Monarch OpenSCADA. 

Ability to troubleshoot and implement basic server and desktop computer system problem resolutions as needed.

Working knowledge of ICCP and Microsoft Structured Query Language (MSSQL) Server functionality and how it relates to EMS historical data storage maintenance and retrieval. 

Advanced knowledge of spreadsheet, word processing, presentation, and database software.           

DECISION MAKING: 

Acts independently when faced with EMS system and communication failures to restore as needed and ensure near 100 percent system availability.  Represents TNMP at the Operations Level with other utilities within ERCOT on ERCOT committees, providing leadership or developmental input for process improvement. 

PHYSICAL DEMANDS: 

While performing the duties of this job, the employee is occasionally required to stand and walk up to 1/3 of the time and regularly required to sit up to 2/3 of the time and talk and listen for long periods of time. Manual dexterity and the ability to reach is required to perform computer applications and good vision is required to perform all aspects of the job.  The employee must occasionally lift and/or move up to 10 pounds.  

May require some travel.

Monitors  database security. 

Evaluates and tests new SCADA EMS database management system software releases after product upgrades. 

Monitors and reviews database backups, and logs. 

Prepare daily, weekly and monthly historical data reports for interdepartmental distribution, customer inquiries and regulatory reporting. 

Perform EMS configuration tasks to support control center functionality enhancements as required.

Installs, maintains, and upgrades database software and recovers or restores data as required.

Provides ERCOT Operations Modeling support as needed in accordance with ERCOT protocols, guides and procedures.

Writes, reviews and maintains technical documents such as database process documents, procedures and other ERCOT and NERC compliance documentation relative to operational data requirements.
