Job Summary
The Manager Power Systems Maintenance (Bus & Rail) is responsible for the leadership, management, and oversight of power systems infrastructure across UTA's bus and rail operations, ensuring safe, reliable, and customer-focused service delivery. This position leads power systems maintenance personnel in executing strategic goals, objectives, and initiatives while ensuring compliance with electrical system inspection and maintenance policies, rules, procedures, work instructions, and all applicable federal, state, and local laws and regulations.
Key responsibilities include managing and overseeing the activities and operations of power systems
maintenance programs and infrastructure, including the inspection, preventive maintenance, repair,
installation, and modification of power systems supporting electric bus charging systems, overhead
catenary systems (OCS), traction power systems, power distribution cables, and electrical substation
equipment. The Manager is responsible for directing inspections and repairs of traction power voltage systems, circuit breakers, monitoring systems, and associated electrical components.
This role works closely with engineering, technical support, and field maintenance staff to develop solutions for system reliability, power distribution integrity, and long-term electrical infrastructure
resiliency.The Manager oversees power systems maintenance schedules and work plans, including preventive maintenance programs and emergency response protocols, and directs and monitors infrastructure improvement projects while conducting performance reviews. The Manager supports and prioritizes the evaluation of power system inspection reports, provides insight and analysis to improve electrical system reliability, and reviews reportable power-related service delays, recommending countermeasures for improved system availability.
This role also oversees the troubleshooting, analysis, and isolation of malfunctions in power systems; conducts inspections and tests; and modifies, maintains, and repairs electric bus charging systems,
overhead catenary lines, traction power systems, circuit breakers, and other substation equipment. It
includes oversight of the availability of spare electrical parts and materials necessary to maintain
continuous system integrity.This role requires strong leadership, collaboration, and decision-making skills to guide teams, sustain power systems maintenance efficiency, and uphold the principles of The UTA Wayprioritizing people, safety, service, and stewardship.
Minimum Qualifications
EDUCATION/TRAINING: Bachelor's degree in engineering (Electrical, Electronic, Power), maintenance, public administration, transportation/logistics, or a related discipline.
EXPERIENCE: Five years of progressive experience in power systems maintenance supporting bus and rail operations. This includes developing and aligning maintenance processes for substations, overhead catenary systems (OCS), and electric bus charging infrastructure to ensure consistency, safety, and efficiency; leading initiatives to enhance power system performance and reliability; overseeing asset maintenance strategies; and working directly with regulatory agencies and industry standards, including those set by AREMA (American Railway Engineering and Maintenance-of-Way Association).
Three years of supervisory experience in a power systems or electrical infrastructure maintenance environment, including experience overseeing and integrating electrical maintenance operations across multiple transit modes (e.g., light rail, commuter rail, electric bus), delivering strategic initiatives, managing cross-functional technical teams, and coordinating complex inspection, repair, and commissioning activities related to transit power distribution systems.
Experience with budget development, performance measurement, labor relations, and contract management.
Demonstrated experience working with the Federal Railroad Administration (FRA), Federal Transit Administration (FTA), or other applicable regulatory agencies in a power systems or transit infrastructure maintenance capacity. Familiarity with AREMA recommended practices and specifications preferred.

- Budgeting, cost control, and financial planning for power systems maintenance and capital improvement programs.
- Emergency response and incident management protocols related to electrical service disruptions and infrastructure failures.
- AREMA standards and recommended practices relevant to electrical and power systems infrastructure.
Skills:
- Diagnosing and resolving electrical reliability and system performance issues across bus and rail operations.
- Developing and implementing electrical maintenance policies, standards, and standard operating procedures (SOPs).
- Supervising and developing technical personnel, including conducting performance evaluations and career development planning.
- Analyzing electrical maintenance data and developing KPIs for power system condition, uptime, and asset health.
- Coordinating electrical maintenance activities to ensure safety, minimize service disruptions, and support operational continuity.

- Leading safety programs, investigating electrical incidents, and enforcing corrective actions.
- Coordinating emergency response and service recovery during electrical outages and infrastructure failures.
- Administering vendor contracts, monitoring compliance, and validating invoices for accuracy.

- Leading and managing a comprehensive power systems maintenance program for both bus and rail infrastructure.
- Overseeing inspection, testing, and commissioning activities for substations, OCS, switchgear, and charging infrastructure.
