Job Title: Program Manager

Location: On-site for either Albuquerque, NM or Las Vegas, NV at National Nuclear Security Administration (NNSA) Headquarters (HQ).

Clearance: Department of Energy (DOE) Q or Secret Clearance, preferred

Citizenship: U.S. citizen and able to pass required background investigations

Compensation: $125,000.00 - $170,000.00; salary depending on years of relevant professional experience, related skill set, professional certifications and educational background. Exempt status.

AttainX is seeking a highly skilled and experienced individual to join our dynamic team. This role is crucial to ensuring the security and compliance of software development processes. The Program Manager is a pivotal leadership role responsible for providing comprehensive program management and leadership for contractor staff supporting agency mission operations for Cybersecurity Information Assurance (IA) activities for the NNSA Office of Chief Information Officer (OCIO). This individual ensures effective planning, execution and oversight of all assigned projects while maintaining compliance with government requirements, controlling costs and fostering innovation and continuous improvement. The Program Manager will develop and implement management plans, oversee business and quality practices and support cybersecurity and privacy governance to ensure all deliverables are met with the highest standards.

Job Duties:

  • Develop comprehensive work plans that clearly define projects, tasks and required resources.
  • Identify and document increases or decreases to operational requirements.
  • Coordinate cross-project activities and ensure alignment with organizational objectives.
  • Prepare detailed organizational charts and staffing analyses indicating personnel losses and gains.
  • Manage program budgets and ensure maximum return on investment (ROI).
  • Provide detailed information related to Government Furnished Equipment (GFE) under contract care.
  • Maintain centralized listing of deliverables, including due dates and actual completion dates.
  • Coordinate procurements for classified and unclassified equipment, software and IT services.
  • Ensure compliance with contractor requirements and oversight systems.
  • Support execution of established cybersecurity and privacy governance models.
  • Provide comprehensive disaster recovery planning and execution for all task areas.
  • Participate in test exercises to validate disaster recovery preparedness.
  • Track, mitigate and report on all delivery risks relating to task execution.
  • Develop and deliver comprehensive Program Management Plan, Staffing Plan and Quality Management (QM) Plan.
  • Implement effective business management, staffing and quality practices for efficient service delivery.
  • Ensure sustained high-level performance across all program areas.
  • Implement management practices to proactively pursue innovation and enhance performance.
  • Apply change, risk and resource management principles effectively.
  • Evaluate continuously and improve program processes and outcomes.
  • Prepare and submit monthly reports of projects, initiatives and activities.
  • Collaborate with program leadership to define, document and adhere to proposed solutions.
  • Apprise immediately the Contracting Officer Representative (COR) and Technical Point of Contact (TPOC) of any issues impacting performance.
  • Implement, plan, direct, execute and oversee PWS task area activities.
  • Define, relay and delegate requirements to all personnel involved with PWS execution.
  • Assist in arranging and documenting meetings with stakeholders.
  • Coordinate and facilitate Order Kick-off Meetings.
  • Develop and maintain comprehensive training plans to keep contractor staff current on evolving technologies while containing costs to the government.
  • Follow consistently documented processes for the approval of training requests.
  • Implement cost-effective training strategies that balance skill development with budget constraints.
  • Create and implement travel plans for contractor staff to support mission accomplishment while emphasizing cost containment.
  • Ensure strict adherence to documented processes for travel request approvals.
  • Monitor and control travel expenses to maintain government cost efficiency.

Minimum Qualifications Required:

  • Bachelor's degree in business administration, information technology (IT) or related field of study
  • Minimum of 7-10 years of experience in program or project management, preferably in the government contracting environment
  • Proven experience managing staff of different disciplines to produce results in a timely manner
  • Experience supporting cybersecurity and privacy governance

Preferred Qualifications:

  • Master's degree in business administration, IT, cybersecurity or related field of study
