Position Summary
We are seeking a highly qualified Construction Project Manager to oversee and support the rehabilitation of up to 14 historic structures at the Hampton National Historic Site. The role requires hands-on management of construction activities, coordination with project stakeholders, and quality assurance to ensure compliance with contract specifications, safety regulations, and preservation standards. The ideal candidate will be experienced in federal construction management, historic preservation projects, cost estimation, schedule and proposal analysis, and field oversight.

Essential Duties and Responsibilities
On-Site Management:Serve as the primary full-time, on-site representative (except for two 4-week off-site periods) for the duration of the project, providing direct oversight of all construction activities.Quality Control & Deliverables:Utilize the CM Firm's internal quality control process to ensure high-quality deliverables, including scopes, estimates, time impact analysis, proposal analysis, and schedule reviews.Cost Estimation:Prepare independent cost estimates using construction industry-standard software (e.g., RS Means, PlanSwift). Submit detailed Basis of Estimate documentation within 5 business days of RFP issuance.Proposal Analysis:Conduct thorough proposal analyses in compliance with FAR Part 15 guidelines. Evaluate market and historical pricing beyond the Independent Government Estimate (IGE) and provide detailed cost breakdowns within 5 business days of receipt.Schedule Analysis:Review contractor schedules using industry-standard scheduling software. Identify discrepancies, validate updates, and assess Time Impact Analyses. Submit findings within 10 business days.Scope Documentation:Draft detailed scoping documents for construction modifications, referencing relevant specifications, drawings, and supporting visuals. Complete documentation within 5 business days.Negotiation Support:Participate in negotiations between the Government and contractors. Submit meeting notes and documentation within 1 business day.Hazardous Material Oversight:Coordinate with an Industrial Hygienist to provide air monitoring and lab services during asbestos remediation activities.Education, Experience, and Technical Skills

Bachelor's degree in construction management, architecture, engineering, or related field preferred.OSHA 30 Certification Must have Real ID or Passport in order to undergo commercial airfare travelMust have valid driver"s license Minimum of 5–10 years of experience in construction management, preferably on federal and historic preservation projects.Proven experience with cost estimating tools (RS Means, PlanSwift, etc.).Strong understanding of FAR Part 15 and federal proposal evaluation procedures.Proficient in construction scheduling software (Primavera P6, Microsoft Project, etc.).Experience preparing time impact and schedule delay analyses.Excellent communication, negotiation, and documentation skills.Familiarity with the Architectural Barriers Act Accessibility Standards (ABAAS).Ability to coordinate environmental and safety compliance, including asbestos remediation protocols.Preferred Education, Experience, and Technical Skills
Certified Construction Manager (CCM)LEED AP or knowledge of sustainable construction practicesPMP (Project Management Professional)Asbestos Inspector or Supervisor certification (in support of oversight during abatement)Historic Preservation Experience:Demonstrated experience managing construction projects involving the rehabilitation or restoration of historic structures, especially in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties.Federal Project Experience:Prior experience working on U.S. federal government construction contracts, particularly for the National Park Service, GSA, or other Department of the Interior agencies.Advanced Estimating Expertise:Proficiency in developing detailed cost estimates using a variety of sources, including RS Means, park-specific data, vendor quotes, and historical data, with a clear understanding of how to define markups, assumptions, and major scope changes.Proposal and Negotiation Insight:Strong capability in proposal evaluation and government negotiation support, with the ability to perform detailed price analysis at the labor, material, and overhead level, and to clearly document negotiation outcomes.Technical Writing and Documentation:Advanced technical writing skills, with a proven ability to produce high-quality scoping documents, meeting minutes, inspection reports, and other official communications in a timely and professional manner.Regulatory Knowledge:Familiarity with applicable building codes, ADA/ABAAS compliance, federal safety regulations (OSHA, EPA), and federal acquisition regulations (FAR), especially Parts 3 and 15.Risk Management and Problem-Solving:Demonstrated ability to proactively identify, assess, and communicate construction risks or deviations from plans/specifications, and coordinate timely resolution through appropriate channels.Software Proficiency Beyond Basics:Experience using advanced features of MS Project (resource leveling, critical path analysis), Adobe Acrobat Pro (markup, forms), and construction management software such as Procore, e-Builder, or similar platforms.Leadership and Interpersonal Skills:Strong leadership presence on-site, with the ability to remain neutral and professional in high-pressure situations, maintain contractor/Government boundaries, and support successful project execution without overstepping contractual limits.Work Environment
This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.
This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work atypical hours at the request of the client or role demands.
Physical Demands
Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.
Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.
Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.
Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.
Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.
Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
