Position Summary: 

Comtech Systems, Inc. (CSI) is looking for a?Cyber SME to manage training and development programs supporting one of our government clients in Columbia, MD. 

 

Responsibilities: 

  • Serve as the technical authority for the development and review of cyber course content, performance objectives, and immersive labs.
  • Validate curriculum alignment to DCWF work roles and KSATs, and support the use of Comtech’s TOAT (Training Objectives Analysis Tool).
  • Collaborate with Instructional Systems Designers (ISDs) to produce technically accurate, relevant, and up-to-date training materials.
  • Review all technical content for accuracy, realism, and relevance to Department of Defense (DoD) cyber missions.
  • Ensure learning content addresses current and emerging threats, technologies, and adversarial tactics.
  • Provide subject matter validation of performance-based assessments and lab scenarios.
  • Provide mentorship and guidance to cyber instructors across all course domains, including reverse engineering, forensics, intel, incident response, and red team operations.
  • Serve as an escalation point for technical questions or lab troubleshooting during delivery.
  • Participate in training program planning and technical readiness reviews.
  • Contribute to quarterly curriculum audits, technical refresh cycles, and accreditation activities (COE, ACE, IACET, 8140 compliance).
  • Support responses to government data calls and instructional improvement feedback.  Design and update cyber courseware aligned to DCWF/NICE work roles.
  • Author terminal learning objectives, hands-on labs, and performance assessments.
  • Collaborate with Instructional System Designers and peer Subject Matter Experts (SMEs) to ensure accuracy and mission relevance.
  • Conduct peer reviews, align with Job Qualification Standards / DCWF/NICE KSAT requirements.
  • Responsible for the planning, development, delivery, evaluation, and administration of nontechnical training and development programs.?
  • Identify performance/behavior gaps, make recommendations, and provide solutions to improve business performance, increase retention, or develop future leaders.?
  • Determine costs and benefits, and create high-impact, low-cost solutions.?
  • Research externally available programs.?
  • Oversee the design and presentation of training programs. Reviews and evaluates the effectiveness of programs.?
  • May personally conduct selected programs. Serve as a technical resource for programs that are developed and presented. Determine which training intervention will best meet the requirements or needs in a given situation.?
  • Maintain relationships with line managers to be aware of potential training needs and to assist them in analyzing performance deficiencies with their employees.?
  • Ensures training effectiveness and return on investment (ROI) through the use of multi-level tracking and measurement systems.

 

Qualifications:? 

  • 10+ years of experience in hands-on cyber operations or cyber training, including:
    • Incident Response
    • Malware Analysis
    • Threat Emulation/Red Team
    • Digital Forensics
    • Threat Intelligence
  • Demonstrated experience supporting DoD cyber missions (e.g., USCYBERCOM, DC3, NSA, CISA).
  • Knowledge of frameworks including DCWF, NICE, JQS, NIST 800-53/800-171, and DoD 8140/8570.
  • Certifications (Preferred): GREM, GCFA, GPEN, GXPN, CISSP, OSCP, or equivalent.
  • Experience authoring and reviewing technical cyber curriculum and performance-based assessments.
  • Excellent communication and collaboration skills to work with multi-functional teams (PMO, instructors, ISDs, and platform engineers).
  • Must meet Cyber Instructor, Work Role ID 712 (NIST: OV-ED-002) standards:?https://public.cyber.mil/dcwf-work-role/cyber-instructor/
  • At least 2 years in a supervisory capacity.
  • Experience supervising, coordinating, providing leadership to, and reviewing the work of assigned staff.?
  • Experience supervising individual contributors in technical positions and/or entry-level professionals.?
  • Experience estimating staffing needs, assigning work, recommending candidates for employment, making recommendations for termination, conducting performance evaluations and salary reviews for assigned staff, and is responsible for the application of company policies.
  • Clearance Requirement: This position requires an active?Secret?clearance. You must be a U.S. citizen for consideration.

Education: 

  • Bachelor's degree (or equivalent) with 10+ years of experience and or a Master's degree with 6 - 8 years of experience.?
