Position Overview:
We are seeking an experienced and mission-driven Human Resources Consultant to provide strategic and operational support across a variety of HR functions within a federal legislative organization. The successful candidate will serve as a trusted advisor to HR leadership, supporting the design, execution, and advancement of human resource programs that align with agency goals and business objectives.

This role involves hands-on support in day-to-day HR operations as well as longer-term workforce initiatives. The consultant must demonstrate strong working knowledge of federal HR practices, with the flexibility to collaborate across functional areas in a high-performance, compliance-driven environment.

Key Responsibilities

  • Deliver expert guidance and hands-on assistance in areas such as staffing, classification, employee relations, workforce planning, and performance management.
  • Assist HR leadership in developing and implementing strategic human capital initiatives that align with legislative mandates and organizational goals.
  • Support the creation and refinement of HR policies, position descriptions, classification justifications, and personnel action packages.
  • Provide timely and accurate consultation on federal HR laws, regulations, and best practices.
  • Collaborate with program managers, internal stakeholders, and HR team members to ensure accurate execution of HR services and projects.
  • Help manage organizational change, improve internal HR workflows, and track progress on strategic initiatives.
