Position Summary: 

 

Comtech Systems, Inc. (CSI) is looking for a versatile and detail-oriented Program Analyst to support one of our government clients in Columbia, MD. The Program Analyst combines business operations analysis, training performance evaluation, data reporting, and internal control compliance to ensure that program delivery meets mission objectives, contractual performance indicators, and quality assurance standards. 

 

Responsibilities: 

  • Conduct business and training analytics.
  • Produce financial deliverables as required per contract for both internal and external use, including invoice requirements and supporting documentation.
  • Participate in variance analyses, reporting, and month-end close activities, including journal entry preparation.
  • Support month-end close reconciliation processes and reporting.
  • Prepare invoice requests, provide supporting documentation, and approve all invoices before submission to customers, ensuring that all customer requirements are met.
  • Support PAR (Project Authorization Requests) processes, including contract budget validation and revenue treatment. Analyze training delivery performance, including student throughput, instructor utilization, course schedules, and completion rates.
  • Perform timecard monitoring and follow-up activities to ensure accurate labor reporting, including the reconciliation of third-party timekeeping systems. Initiate timesheet corrections as necessary.
  • Reconcile, approve, and code vendor and subcontractor invoices.
  • Collect, interpret, and summarize financial data to respond to inquiries.
  • Provide support to Business Managers and Business Unit personnel during the weekly forecast and annual budget preparation process, as well as subsequent updates.
  • Provide internal and external audit support as needed.
  • Maintain Capex/R&D budgets when applicable.
  • Assist the finance team in business process improvement projects and ad-hoc requests.
  • Support analysis of Key Performance Indicators (KPIs) and Quality Assurance Surveillance Plan (QASP) metrics aligned to the PWS.
  • Develop trend analysis, dashboards, and written reports for internal stakeholders and customer oversight.
  • Collect and validate quantitative and qualitative training data from LMS, help desk, cyber range, and survey platforms.
  • Generate weekly, monthly, and quarterly performance and delivery reports in accordance with PWS reporting requirements.
  • Support data calls and deliverables, including reporting and documentation.
  • Control and Compliance Monitoring
  • Assist in internal audits and control processes related to curriculum changes, platform updates, and student recordkeeping.
  • Track compliance with applicable DoD standards, accreditation, and cyber hygiene policies (e.g., NIST 800-171, RMF).
  • Analyze course performance feedback and evaluation results 
  • Track training requests, enrollment, cancellations, and course forecasting in support of delivery optimization.
  • Recommend improvements to training operations based on data-informed insights and visualization.

 
Qualifications:? 

  • 3–5 years of experience in government training, education operations, or DoD contract support.
  • Proficient in Excel, SharePoint, and reporting tools (e.g., Power BI, Tableau); experience with LMS or training systems preferred.
  • Familiarity with DoD training frameworks (e.g., DCWF, NICE, JQS) and federal acquisition environments.
  • Strong verbal and written communication skills.
  • Must be detail-oriented, process-driven, and comfortable supporting multiple functions simultaneously.
  • Experience with government contracts and program analysis
  • Experience with Deltek and Costpoint is a plus
  • Exceptional financial, planning, organizational, and coordination skills.
  • Ability to make good, timely decisions on complex situations, while evaluating potential issues and risks, and developing the appropriate course of action.
  • Ability to drive for results, working constantly to find the most effective way to achieve intended results.
  • Strong skills in Excel and Power Point.
  • Active Secret clearance or ability to obtain.

 

Education: 

  • Bachelor’s degree in business, finance, or related field.
