Program Analyst (Port Hueneme)
A. Harold and Associates, LLC, is looking for a full-time, on-site Program Analyst at Port Hueneme, CA. The position will provide project analysis supporting the CSFE domain training modernization programs for both the Naval Construction Force and the Civil Engineering Corps Officer training programs. This will consist of multiple projects to develop or modify new course development requirements, training and qualification products, modification of existing curriculum, and support for content delivery. This includes coordinating contract execution, developing program-level progress reports to the Contracting Officers Representative
(COR) and CSFE leadership, advising CSFE leadership on program execution, providing financial analysis and
management of funds, and providing instructional support for the training modernization.
Duties and Responsibilities:
  • Program analysis, integration of programs and project management including oversight and technical support
  • Identifies data requirements; gathers required facts and information; develops integrated conclusions and insights; implements actions in support of defined agenda and project objectives
  • Provides project, financial, and technical progress reports
  • Prepares Program Management Reviews and Milestone decision templates
  • Designs and implements program planning timelines
  • Proficient in database and analysis systems
  • Knowledge of program planning, funding, and management information systems, a broad understanding of the organization and functions of activities involved in providing logistical support, and the ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time
  • Works as a team member and attends working group meetings and conferences as required
  • Understands and articulates project scope and vision to align with client and contract requirements
  • Ensures work performance meets deadlines and milestones
  • Other duties and responsibilities may be assigned as required and as directed by the Site Manager
Required Education/Experience/Skills:
  • Bachelor's degree in a related field
  • Possess excellent interpersonal and communication skills, detail oriented, flexible in work assignments, work with little to no supervision, and enthusiastic
  • Superior time management, organizational, and personnel management skills
  • Ensures work performance meets deadlines and milestones
  • Ability to travel as required by work assignment
  • Proficient in Microsoft Word, Excel, PowerPoint, and Outlook
  • Must be able to obtain and maintain a CAC card
  • Must be a U.S. Citizen
