Essential Job Functions:  

The Disaster Recovery Analyst is responsible for creating, implementing, and managing the IT disaster preparedness/ Judicial Information Systems? (JIS) Recovery and Continuity of Operations Planning (COOP)/ major incident response projects, and all related activities. This position will work closely with JIS staff and stakeholders to create and update technical disaster recovery plans. Additionally, the incumbent will be responsible for leading disaster recovery exercises and execute disaster recovery plans during a disaster.

Work with stakeholders to ensure all continuity of operations plans, risks, and activities underpin and align with all business continuity management plans and meet the agreed and documented targets under any circumstance. Conduct regular reviews of recovery plans to ensure that they reflect the needs of the business to include recovery time and recovery point objectives. Evaluate and make recommendations related to preparedness/recovery requirements of third-party service providers.

Orchestrate and moderate the development and execution of major incident response tabletop exercise planning, situational awareness, incident response, and preparedness. Maintain a comprehensive disaster recovery plan testing schedule, to include testing all continuity plans within Judiciary requirements and after any major technology change. Conduct simulations and rehearsal of concept drills to validate disaster recovery plans and incident response for continuity of operations preparedness. Identify lessons learned from tests and facilitate corrective actions where required.

Coordinate the execution of disaster recovery plans during a disaster.

Maintain knowledge of existing and developing technologies through seminars, accredited institutions, publications, and other means. Use this knowledge to benefit the Judiciary through implementation of improved methods and practices to protect the Judiciary?s information assets. Serve as subject matter expert on disaster preparedness technology, including platform management, contract management, and planned upgrades.

Attend critical incident/outage, change management, and project meetings to determine any disaster recovery implications.

Minimum Qualifications:

Education:     Bachelor?s degree from an accredited college or university.

Experience:   Five (5) years of professional experience in the development and execution of disaster preparedness and business continuity plans.

Note:               Additional professional work experience may be substituted on a year for year basis for up to four (4) years of the required education.

Knowledge of:

Current disaster preparedness, recovery, and continuity of operations planning techniques and technologies.

Major incident response methods.

Crisis management.

IT infrastructure platforms, including network and server architecture, and virtualization.

Skill in:

Vendor management.

Interpersonal relations and effectively handling sensitive situations and people.

Analytics and problem solving.

Administration with an effectiveness in developing tasks and being organized and detail oriented while managing resources to achieve target dates.

Written and verbal communication in order to effectively tailor communication to the needs and experience of the intended audience.

Ability to:

Provide input for budget and resource planning and help manage expenditures against approved budgets.

Effectively balance multiple responsibilities which may frequently change.

Interface effectively with internal and external auditors.

Work well under pressure.

Work with a high degree of independence.

Understand new technologies.

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
