We are looking for an immediate, full-time, permanent position in APAC at Hong Kong, China.
Job Purpose:
The Assistant Technical Officer will directly supervise the inspection, maintaining and repairing of MEP and HVAC systems to ensure optimal operating results. Oversee the company’s facility operations, manage contractors, suppliers, vendors, janitorial duties, R&M activities and projects, ESG tasks and all while remaining in compliance with company policy and local regulations.
Your tasks:
- Manage buildings or alternation / modification projects, including capital improvements, asset replacements and construction
- Support the Manager to manage the whole building and technical facilities including but not limited to the MEP, FS, HVAC systems and related building works (both internal and external) (owned), or any of the above-mentioned structure or systems installed by our company (if leased)
- Ensure all works and procedures meets and complies government legislations, regulations, environmental, health & safety requirements
- Plan preventive maintenance schedule, and maintain and repair facilities
- Maintain facilities services records, database, documentation, and preparation of all necessary reports
- Defines the project scope based on required timescales, resources and budget availability and with consideration to project challenges and risks
- Project planning to ensure smooth operational delivery with low impact – come up with forecast critical path, budget and resources needed for target achievement
- Identify, communicate and document any condition and difficulty relating to the product, process, works and or quality, etc.
- Initiate, recommend or provide solutions to prevent the occurrence or re-occurrence of any non-conformities relating to the product, process, works and or quality, etc.
- Complete all repair & maintenance works as directed in the total maintenance plan to ensure optimum performance of the systems & equipment
- Demonstrate the ability to perform preventive and predictive maintenance on all equipment
- Skilled in working from blueprints, circuit diagrams and schematics and able to identify 3-phases & control power & basis input & output electrical devices
- Working knowledge of methods and procedures used in performing evaluations on all electrical apparatus using ammeters, meggers and temperature gauges, etc.
- Basic welding, soldering, operation and installation of electrical equipment and measurement devices – multimeter, amp meters, etc.
- Should be able to perform semi-routine operations of considerable complexity and variety under directive supervision
- Must be familiar with the Company’s safety rules applicable to this and related jobs
- Must be thoroughly familiar with the Company’s electrical and mechanical tagging rules
- Must be able to qualify and maintain qualifications to serve on station fire brigade
- Must be willing and able to work on a shift schedule
- Able to work with limited supervision and guide, train, and support junior team members
- Continuous review and assessment on the systems performance and advise on any energy efficient or new innovation solution for replacement / upgrade
- Plan technicians’ roster and maintain the work order system. Ensure effective communication between users and timely completion of the works by technicians or contractors / vendors
- Ensure delivery of own service for own area to set standards, targets and schedules
- Provide technical solutions that reflect best practices and work across multiple business areas/ geographies
- Records and tracks project scope requirements
- Build relationships with stakeholders / team. Ensure open and direct communications within stakeholders, the team and others, communicating complex or difficult messages effectively
- Resolve conflict. Identifies areas of potential conflict within projects and appropriate resolutions
- Supports the implementation of change programs
- Perform shift rotations duty to lead FM staffs
Your profile:
Education Level
- Tertiary education or above in Electrical / Mechanical / Building Service Engineering / Facilities Management, etc.
Experience Level
- At least 10 years solid experience in facility management / building services maintenance / construction and engineering experience from the (Owner, landlord, developer, contractor, facility management specialist or consultancy)
- Approved Electrical license (Grade A), Grade B is preferred
Skills & Requirements
- Practice in MS Word, Excel, etc.
- Willing to travel and works across different facilities in different locations
- Good problem-solving and complaints handling skill
