Position Summary: 

We are seeking a highly qualified HEMP Shielding Engineer to support a  defense-related project in Germany. This position provides technical leadership in the design, installation and validation, and commissioning of HEMP mitigation systems, collective protection systems (CPS), and associated shielding solutions. This role involves working closely with U.S.-based teams, host nation authorities, contractors, and government agencies (e.g., USACE, NAVFAC, DIO) to ensure compliance with Unified Facilities Criteria (UFC), MIL-STD-188-125, and host nation standards. The position requires a PE license (or degree from ABET-accredited -program and equivalent experience) and an active U.S. SECRET clearance, which requires US citizenship.

This is a permanent position with an assignment in Germany. Relocation to Germany provided for the duration of the assignment. 

Job Responsibilities:  

Provide engineering and technical services for HVAC, CPS, and HEMP mitigation systems including surge protection, grounding, isolation, and shielding.

  • Conduct and document technical design reviews for CPS and HEMP mitigations at all design stages (35% through 100%), ensuring compliance with UFC and deconfliction with host nation standards.
  • Support the development and maintenance of CPS and HEMP mitigation design standard documents for U.S. bases in Europe.
  • Perform and document inspections, testing, and commissioning of CPS and HEMP mitigations installed by contractors.
  • Ensure interoperability and compatibility of new CPS and HEMP mitigations with existing commercially available systems.
  • Provide technical advice, assistance, and training on HEMP mitigation requirements.
  • Assist in preparation of Independent Government Cost Estimates (IGCEs) for FSRM CPS and HEMP mitigation projects.
  • Work with government agents to provide scope of work and 35% design packages for CPS and HEMP mitigation projects.
  • Develop preventive maintenance task lists (PMTLs) in coordination with AFCEC Operations and manufacturers for inclusion in base Civil Engineer PMI programs.
  • Visit multiple bases during commissioning to verify functionality and prepare reports on system performance.
  • Provide recommendations for three-year priority lists of CPS and HEMP mitigation projects.
  • Respond to technical requests for information, troubleshooting, and provide guidance on PMI and testing per O&M manuals.
  • Coordinate with AFCEC Reachback Center for additional technical guidance as required.
  • Ensure all work meets security requirements and maintain active U.S. SECRET clearance.
  • Additional duties as assigned. 

Knowledge, Skills, Abilities:  

  • Licensed Professional Engineer (PE) in the U.S. with facilities design emphasis (HVAC, mechanical, or electrical)  OR degree from ABET-accredited program with at least 5 years of relevant design experience. 
  • In-depth knowledge of HEMP mitigation, CPS design, shielding effectiveness testing, PCI testing, and related military standards.
  • Familiarity with UFC, MIL-STD-188-125, and host nation building standards.
  • Ability to coordinate multidisciplinary projects (civil, mechanical, electrical, architectural).
  • Strong problem-solving, critical thinking, and communication skills.
  • Ability to lead design reviews, develop cost estimates, and produce technical reports.
  • Active US SECRET Security clearance preferred or ability to obtain one requir
  • Ability to lift equipment (up to 35 lbs) and work in construction site environments. 

Education/Experience Requirements: 

  • Bachelor’s degree in Mechanical, Electrical, or related engineering field (ABET-accredited preferred).
  • 5+ years of relevant experience in CPS/HEMP shielding design, installation, and testing.
  • PE license (U.S.) preferred;; PMP certification a plus. 

Supervisory Responsibility: 

No direct reports; technical lead for site-specific shielding and CPS activities. 

Physical Environment/Working Conditions: 

  • Construction sites, offices, and military base environments.
  • Coordination with U.S. and international teams and agencies.
