Summary:

Hui Huliau is seeking a qualified individual to serve as a Legislative Affairs/Public Affairs located on O’ahu, Hawaii.

This individual will solely support the specific government contract. This individual will execute a full range of duties with a focus on guiding and supervising the activities and schedule of a project to ensure each aspect is complete and accurate. This individual will be expected to motivate their team members to create a productive work environment and encourage teams to work collaboratively during each step of the project process. This individual will consistently engage with their team members to answer questions and offer feedback.

A Legislative Affairs Specialist within a Public Affairs Office (PAO) generally focuses on the intersection of public relations and government relations. Their job involves managing communication and media relations with a specific emphasis on education and communication to legislative members and VIPs that impact the Project.

Core Principal Duties and Responsibilities (Not listed in order of importance; other duties may be assigned)

  • Monitoring, analyzing, and reporting on proposed legislation and regulatory changes that could affect the program. This includes reviewing congressional hearing transcripts and actions as directed.
  • Acting as a liaison between the organization and legislative bodies (e.g., US Congress, State Legislation) to support strategic objectives related to the project. This will be in the coordination of Site Visits, tours, Answering RFI’s that will be potentially coordinated with OSD, ORNL, NIWC, PACFLT and INDOPACOM.
  • Building and maintaining relationships with key government officials, policymakers, industry associations, and stakeholders.
  • Creating and updating content for both internal and external communications related to the project. This includes developing communication strategy that aligns with the stakeholder, writing articles, social media and developing themes an engagement strategy to nest all activities under one voice.
  • Preparing staff for congressional tours, briefings, and meetings. Drafting correspondence, position papers, and briefings for senior members as required.
  • Conducting research and gathering data to support legislative affairs initiatives and preparing reports to management regarding legislative issues.
  • Assisting with event logistics and coordination for government affairs-related activities.

Qualifications and Skills:

  • US citizenship is required for this role.
  • A bachelor's degree required, with a master's or JD being a plus.
  • Relevant experience in legislative affairs, strategic communications, or a related field is highly desirable. Some positions, particularly in government or defense, may require extensive experience and security clearances.
  • Strong understanding of legislative processes, regulatory frameworks, and public policy issues.
  • Excellent written and verbal communication skills are essential for crafting compelling messages, drafting reports, and engaging with stakeholders.
  • The ability to analyze legislation, assess its potential impact, and provide strategic recommendations.
  • Building and maintaining effective working relationships with various individuals and groups is crucial.
  • The ability to work independently, be self-motivated, and take a proactive approach to problem-solving.
  • Managing multiple tasks, prioritizing effectively, and meeting deadlines are important.
  • SECRET or must obtain in the first 60 days. (Position may require Top Secret Clearance in the Future).

  • Work may involve sitting or standing for extended periods of time.
  • Position may require typing and reading from a computer screen.
  • Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
  • May include lifting weight up to fifty (50) pounds as necessary.
  • A valid driver’s license with a clean driving record is required.
