Job Description

The Environmental & Energy Law Program (EELP) is seeking a Staff Attorney to support EELP’s legal and policy research related to the federal government’s ability to address complex public health and climate challenges in light of changing administrative law doctrines. The Attorney will support EELP’s engagement with scholars, regulators, NGOs, and private sector actors to consider new doctrinal approaches and principles. They will work in close collaboration with the Executive Director, Managing Attorney on this project, Fellows, and student Research Assistants and collaborate with the Emmett Environmental Law and Policy Clinic at HLS.

As a Staff Attorney, you will:

  • Work with the EELP team to develop and implement EELP’s strategy focused on administrative law doctrines and evolving federal policies
  • Track and analyze emerging issues in administrative law at the federal level and in scholarship
  • Prepare legal analyses that support the implementation of EELP’s administrative law strategy
  • In conjunction with the Executive Director, Faculty, Managing Attorney, and Emmett Environmental Law and Policy Clinic help support the recently launched moot court
  • Represent EELP in partnerships with other academic institutions, think tanks, and NGOs
  • Contribute to ongoing EELP projects, including tracking and analyzing federal and state environmental, energy, and climate regulation and initiatives

Qualifications

Basic Qualifications:

Candidates must have earned a J.D. at least three years ago, have at least three years of relevant experience, and be admitted to a state bar.

Additional Qualifications and Skills:

  • Superior research, writing, editing, and proofreading skills
  • Ability to communicate effectively and exercise judgment and discretion
  • Extensive familiarity with a wide range of environmental statutes and case law and appellate litigation experience
  • Ability to thrive in dynamic, entrepreneurial, self-motivated environment
  • Collaborative, team-oriented approach with experience of managing a team of attorneys and projects

Term Appointment: This is a one-year term appointment with potential for renewal subject to funding and departmental need.

Work Format Details

This is a position that is based at a Harvard campus location with some remote work options available. Additional details will be discussed during the interview process. All remote work must be performed within one of the Harvard Registered Payroll States, which currently includes Massachusetts, Connecticut, Maine, New Hampshire, Rhode Island, Vermont, Georgia, Illinois, Maryland, New Jersey, New York, Virginia, Washington, and California (CA for exempt positions only). Certain visa types and funding sources may limit work location. Individuals must meet work location sponsorship requirements prior to employment.
