Business Analyst - Journeyman / Scrum Master

Primary Location: Quantico, VA

Clearance: Active Secret


Job Summary

We are hiring a Journeyman Business Analyst to support a federal Program Management Office in delivering enterprise IT services. This role will work closely with program managers, stakeholders, and technical teams to ensure business needs are clearly defined, documented, and translated into actionable outcomes that support mission success. The position combines business analysis responsibilities with Scrum Master duties to facilitate Agile delivery and maintain program documentation and compliance requirements.


Specific Responsibilities

  • Support the PM team in documenting system requirements, change requests, and stakeholder needs
  • Assist in the development and maintenance of program documentation, including meeting minutes, process flows, and SOPs
  • Analyze operational and performance data to support reporting and decision-making
  • Develop dashboards, reports, and visualizations using PowerApps and other tools to track KPIs and service levels
  • Participate in Agile ceremonies and support backlog grooming and sprint planning
  • Conduct user acceptance testing and validate system changes
  • Support audit readiness activities and maintain traceability of requirements and changes
  • Facilitate communication between technical teams and business stakeholders
  • Manage business relations and administrative functions for program stakeholders
  • Support programmatic documentation and meeting facilitation for IPTs (Integrated Product Teams)
  • Serve as Scrum Master for assigned teams, facilitating Agile processes and ceremonies


Requirements:

Required Qualifications

  • Bachelor's degree in Business, Information Systems, or related field
  • 4–6 years of experience in business analysis or systems analysis
  • 3+ years supporting external business analytics or IT sustainment projects
  • Experience with data analysis, modeling, and visualization tools (e.g., Power BI, Tableau)
  • Strong communication, facilitation, and documentation skills
  • Experience supporting Agile teams and backlog management
  • Experience with PowerApps development and deployment
  • Active DoD Secret Clearance

Preferred Qualifications

  • Familiarity with enterprise IT environments, performance metrics, and reporting
  • Experience supporting federal or DoD program offices
  • Knowledge of ITIL v4 and Agile SAFe practices
  • Familiarity with DevSecOps environments and CI/CD pipelines
  • Experience with user acceptance testing (UAT) and validation
  • Understanding of audit readiness and compliance documentation
  • Certified Scrum Master (CSM) or equivalent Agile certification
  • Experience with program management tools and methodologies

Physical Requirements and Work Environment

  • Hybrid work environment at Quantico, VA site
  • Standard office environment with frequent stakeholder meetings and collaborative sessions
  • May require extended periods of computer work for documentation and analysis

Travel

  • Minimal travel required for stakeholder meetings and training
