General Summary:
The Energy Marshal will be the single point of responsibility for critical equipment energizations, ensuring safe working environments. This includes drafting coordination of all site LOTO procedures, initial energizations procedures, and delegating safety procedures to maintain safety throughout start-up and commissioning. The EM is responsible for coordinating, implementing, and managing adherence to the GC’s Electrical Safety Plan, pre-energization procedures, and the equipment manufacturer’s requirements. The Energy Marshal reports to the Quality and Commissioning Manager (QCM).
Preferred Job Skills:
- Knowledge of applicable building codes and regulations including Life Safety, BOCA, NFPA, NEC, and OSHA.
- Experience utilizing complex test instruments to validate system readiness.
- Knowledge of complex LOTO programs.
- Must be able to read and interpret specifications, submittals, single-line diagrams and other contract documents.
- Ability to work under pressure, while closely tracking QC details of multiple project activities.
- Strong computer skills and familiarity with Construction Management software and Microsoft Office.
- Strong verbal and written communication skills are required.
- Ability to adapt to a fast-paced, hands-on, working environment.
- Must have experience in a decision-making position, be self-motivated, and have an analytical mindset.
- Experience collaborating with field management to understand and implement Quality programs.
- Strong knowledge of data center infrastructure, including power distribution, HVAC systems, BMS/SCADA, and UPS/generator systems.
- Familiarity with ASHRAE, NFPA, NEC, IEEE, and other relevant standards.

Responsibilities:
- Drive a quality culture that embraces "Implement Quality from the Start" and coach continuous learning approach that improves project efficiency and quality.
- Identify, assign, and train competent Deputy Energy Marshals (DEM) as needed to monitor concurrent work. DEMs can represent the EM when the EM is not available and can perform duties in this section, but the EM remains solely responsible for all DEMs and the overall Energy Marshal requirements.
- The EM will partner with DEMs to facilitate / execute energization Method of Procedure (MOP).
- During MOP execution, the EM will serve as the single point of contact for Lock Out Tag Out (LOTO) program and LOTO activities.
- Confirm all individuals working on energized or locked out equipment are Qualified Workers based on NFPA 70E, OSHA, or an equivalent qualified electrical safety training standard.
- Provide final approval prior to ANY energization. The EM or DEM must fully review and walk through all pre-energization procedures prior to approving energizations.
- Work with safety teams and train in redundant electrical systems to create more optimal understanding for assistance.
- Organize and schedule pre-energization meetings prior to energizing or de-energizing critical equipment (or immediately prior to energizing or de-energizing equipment in the event of unplanned work).
- Provide guidance to foreman and field personnel to address changing electrical hazards that may develop throughout the time of post-energization and hand over to customer.
- Attend meetings pertaining to coordination, energization, start-up and commissioning and all other items relevant to mitigating post-energization work.
- Verify completion of all required pre-energization documentation (L1-L3).
- Verify all Foreign Objects and Debris (FOD) inspections are completed prior to beginning any energization process and are in compliance with client’s FOD requirements.
- Coordinates with 3rd party testing / commissioning agencies to ensure proper EM coverage during commissioning / startup procedures.
Position Requirements:
- License: None required.
- Certification: None required.
- Education: High School Graduate or GED required.
- Experience: 5+ years of experience in energy management, electrical systems, or commissioning in mission-critical facilities (like data centers, hospitals, or labs). 5 years’ electrical construction, Quality Control, and Commissioning or equivalent experience.
Working Conditions:
- Job requires working in all elements, depending on job location, time of year, heat, cold, rain, or snow.
- Must be able to utilize construction site sanitary facilities.
- Work from all types of ladders and be able to transport/relocate ladders unassisted.
- Employee’s personal weight with tools cannot exceed the rated weight capacity of ladders used.
- Perform work at various heights, up to 90 feet from ladders, scaffolds, aerial lifts, cat walks and other safe work areas.
- Work in restricted areas (switch gear-room, manholes, utility tunnels and crawl spaces).
- Wear personal protective equipment as required.
- Able to work 40 hours per week plus overtime as required, including the possibility of night shifts.
Required Physical/Mental Functions:
- Positively identify colors of wire and other items as required.
- Must have the ability to safely use the required power tools and test equipment.
- Must be able to safely operate equipment (lift trucks, aerial lifts, etc.).
- Comprehend and practice safe work procedures as outlined in Safety Handbook.
- Operate company trucks with manual and automatic transmission.
- Read and interpret maps, manuals, work site directions, and written instructions.
- Operate and work from mechanical personal lifts (electric or gas powered).
- Must hear and see well (either natural or with correction).
- Must be able to bend, stoop, squat, crawl, climb, kneel, balance, push, pull and reach overhead.
- Able to lift objects weighing up to 50 pounds, with frequent lifting and carrying of objects weighing up to 20 pounds.
- Tolerant to prolonged standing and movement on foot.
- Climb ladders (all types).
- Complete overhead work for extended periods of time.
- Repetitive use of arms, hands, and fingers.
