Essential Job Functions:  

The Circuit Court for Baltimore City represents the largest volume of CVA cases in the entirety of the circuit courts.  The Paralegal position will assist the judges assigned to the CVA docket.  The position will perform a wide variety of tasks including legal research; drafting memoranda, opinions and scheduling orders; reviewing case files; and responding to counsel.

Duties includes among other things, pending appeals (ensuring all cases are proceeding on schedule), cases that are stayed and/or remanded to the circuit court, and motions (approximately 1,403 CVA cases), and mandates.  Drafts routine orders based upon motions for extension of time, motions for postponement, motions for waiver of filing fees, and others.  Reviews records for completeness and, as necessary, prepare correspondence or orders as appropriate for correction of records.  Reviews mandates before issuance.

Essential Duties and Responsibilities:

Case Flow Tracking

Tracks several case-flow processes and statistics for the Court (e.g. tracking adherence to case time standards), including, among other things, cases that are stayed and/or remanded to the circuit court, consolidated cases.

Records Review

Reviews records for completeness (i.e. missing transcripts) and prepares correspondence or orders, as appropriate to complete the record.  In this review, the Paralegal will note judicial conflicts and also flag appealability issues and either prepare show cause orders or alert the motions staff attorneys for further action.

Motions

Drafts routine orders based upon motions for extension of time, motions for postponement, motions to waive fees, and certain motions to correct the record.  Tracking pending motions list to ensure timely processing of motions filed with the Court.

Mandates Review

Reviews accuracy of case information (disposition details, costs, etc.) prior to the issuance of the Court's mandate and case closure.

Minimum Qualifications:

Education:  AA Degree or Paralegal Certification

Experience:  Three (3) years of work experience in a legal or court environment to include researching and analyzing law sources, statues, record judicial proceedings, and legal documents.

Note:  60 college credits or additional related legal work experience may be substitute for the two (2) years of the required associate's degree or paralegal certification.

Knowledge of:

Maryland Rules and Procedures.

LEXIS and WESTLAW

Policies, procedures, and jurisdictional requirements associated with appeals and original proceedings before the appellate courts.

Functions, procedures, rules, and regulations of the Circuit Court. 

Office and court clerical practices, including filing and the operation of office equipment.

Accurate record keeping principles, practices, and techniques.

Ability to:

Ability to use legal terms appropriately and find alternative terms when communicating with self-represented litigants. 

Communicate effectively with Judges in order to prepare Orders for the Court.

Physical Requirements:

Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Equipment, Machinery and Tools:

Personal computer, telephone, copy machine.

Software and Computer Skills:

Knowledge of LEXIS, WESTLAW, and general office practices and procedures, office equipment and business English. Ability to work independently, without receiving daily instruction or supervision.  Ability to handle multiple tasks, prioritize work and accept change in work priorities.  Proficiency in using Microsoft Word and Excel. Ability to format and compose orders and legal documents using proper syntax, grammar and spelling. Good problem-solving skills and deal with confidential data, in order to determine appropriate response to queries or appropriate means of dealing with issues or situations.  Possess good interpersonal skills and the ability to communicate, both orally and in writing, with the public and other staff, in a patient, effective manner. Ability to perform all essential functions of the position.
