Emergency Management Planner
LOCATION OF PERFORMANCE: The location of performance will be in the Harry S Truman (HST) Building.
Emergency Management Planner
This position serves as an expert on occupant emergency planning and emergency preparedness training activities. S/he liaises with the Office of Emergency Management’s Emergency Response and Exercise Division (A/DOES/OEM/ERED) to coordinate fire drill planning. Duties of the Emergency Management Planner include briefing Designated Officials and Senior Department Representatives on occupant emergency planning requirements, providing technical expertise to stakeholders daily, and developing, reviewing, and coordinating facility-specific emergency preparedness plans. Specific tasks include conducting occupant emergency organization response team training, reviewing occupant emergency plans for compliance with governing Codes of Federal Regulations, and coordinating with HST bureau/office representatives on occupant emergency planning requirements.

Qualifications
Knowledge of national level policy, including the Post-Katrina Emergency Management Reform Act of 2006; Executive Order (E.O.) 12656, GSA Code of Federal Regulations (CFR) 41 CFR 102-74, Occupational Safety and Health Administration 29 CFR 1910, Assignment of Emergency Preparedness Responsibilities; National Exercise Program; National Security Presidential Memoranda; and the National Preparedness System.
Provides policy and procedural guidance on emergency planning to domestic Department personnel.
Possesses expert knowledge to develop, critically review, coordinate, and synchronize Departmental and interagency plans and strategies with other Department of State domestic strategy plans.
Coordinates with the Office of Emergency Management’s Emergency Response and Exercise Division (A/DOES/OEM/ERED), develop appropriate training, drills, and exercises to test occupant emergency plans.
Provides support to develop and maintain occupant emergency plans for the Department
Subject matter knowledge on how to properly coordinate and address emergency planning requests for domestic personnel having access and functional needs and requiring individual preparedness plans.
Skills
Supports prioritization of plans and planning efforts from development through execution for all threats and hazards.
Possesses the ability to support development and ongoing engagement of collaborative planning teams, including developing meeting invites, agendas, talking points, presentations, and notes.
Possesses the ability to conduct comprehensive evaluations of occupant emergency plans for validity and conformity to existing plans, policies, best practices, and mandatory compliance requirements.
Ability to formulate and coordinate program initiatives, provide expert advice and program assistance, and prepare and coordinate responses to various tasks and assignments from leadership.
Develops and delivers briefings to senior Department officials, domestic personnel, and other stakeholders on the total spectrum of the Department’s domestic occupant emergency planning.
Apply knowledge of emergency management concepts in preparedness and planning.
Subject matter expert in occupant emergency planning, emergency preparedness planning, or operational planning.
Expert writing skills and ability to write under pressure with short deadlines.
Education
Bachelor’s degree or five years or relevant experience.
CLEARANCE LEVEL: Secret
