We are seeking a sharp and strategic Senior Enterprise Document Management Systems Consultant to spearhead the design and deployment of Document Management Systems as part of a transformative initiative on major transit infrastructure programs. This is a long-term, full-time, hybrid position (3-5 days per week in office) initially located in Sacramento, CA.
ResponsibilitiesÂ
- Lead end-to-end project delivery or manage specific project components for Luster clientsfrom scoping and requirements gathering through deployment.Â
- Analyze functional and technical requirements to ensure alignment with business objectives; develop use cases, user stories, and tailored solution paths based on current-state assessments.Â
- Evaluate platform and technology vendors against solution requirements, deployment feasibility, and organizational readiness.Â
- Direct software development teams throughout the Software Development Life Cycle (SDLC), including data architecture, integration, and security compliance.Â
- Design and oversee testing protocols, managing deployments across Testing, Staging, and Production environments.Â
- Define user workflows and support end-user onboarding and training on new systems and processes.Â
- Implement monitoring tools to ensure system reliability and provide performance insights for executive reporting.Â
- Coordinate cross-functional teams across geographies to meet project milestones, quality standards, and budget targets.Â
- Proactively manage risks and issues, facilitate resolution planning, and ensure clear, actionable communication across all levels.Â
- Develop and deliver tailored progress reports and presentations for stakeholders, sponsors, and executive leadership.Â
- Track and manage project budgets, monitor variances, and recommend corrective actions as needed.Â

Minimum QualificationsÂ
- Bachelors degree in Engineering, Construction Management, Business Administration, or a related field, or an equivalent combination of education and experience.Â
- 6+ years of professional experience managing complex, cross-functional IT initiatives, including at least 1 year supporting large-scale infrastructure construction projects.Â
- 4+ years of experience in the professional services industry.Â
- Demonstrated success leading operations transformation programs, overseeing scope, schedule, budget, and delivery across multiple applications.Â
- Experience managing project teams, with a focus on mentorship, stakeholder coordination, and cross-functional alignment.Â
- Skilled in project planning and execution, including scheduling, estimating, resource and risk management, and stakeholder communications.Â
- Strong background in financial planning and control (e.g., budgeting, forecasting, and business case development).Â
- Proficient in managing full SDLC, with applied knowledge of Agile methodologies and tools such as Jira.Â
- Hands-on experience with construction and project management software (e.g., Primavera P6, Procore, MS Project, Bluebeam, and Smartsheet).Â
- Proficient in Microsoft Office Suite/365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, and Visio).Â
- Willing and able to travel 3050% to support client engagements.Â
Preferred QualificationsÂ
- Masters degree in Engineering, Construction Management, or Business Administration.Â
- Previous experience implementing an EDMS on large scale, complex, public infrastructure construction project.Â
- Experience developing business cases and strategic implementation plans, with a proven ability to drive execution and achieve program objectives.Â
- Prior experience supporting executive leadership and collaborating closely with senior decision-makers and their teams.Â
- Skilled in delivering technical presentations and live demonstrations to client stakeholders.Â
- Familiarity with data analytics and programming, including R, Python, SQL, and API development.Â
Compensation DetailsÂ
The salary range listed for this role is $160k-$180k/yr ($75-$85/hr.) The final salary offered is based on multiple factors and is thoughtfully aligned with each candidates level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.Â
