Bestica is hiring a Sr. Program Manager to provide services at University Wright Patterson Air Force Base located in Dayton, OH 45433 – Hybrid.

Description Of Services: The employee shall aid in research for the Human Effectiveness Directorate, Air and Space Biosciences Division 711 HPW/RHB. The Air and Space Biosciences Division is an international center for research and technology evaluation in hazard mitigation, public health, contingency operations, performance enhancement, human systems integration, and clinical aerospace medicine disciplines including aeromedical evacuation. The division’s branches provide research and consultative capability for aeromedical, chemical, biological, and radiological health hazard needs, as well as research for the biomedical impact of flight. The research supports Air Force Human Performance research interests by creating high performance, integrated systems for individualized, operations-enhancing health readiness. The employee shall provide direct support to both the Air Force Science & Technology Line Program and the Defense Health Program (DHP) R&D Portfolios Senior Program Management Team to include the R&D program personnel and laboratories that carryout the S&T mission. The employee(s) assistance under this Advisory and Assistance Services task order shall be for use by 711HPW at Wright-Patterson Air Force Base, Ohio.

Work Schedule: Monday – Friday 0800-1700 EST. However, there may be times when it is necessary for them to work after duty hours in support of specific tasks. Although at times schedules may have to be flexible, full-time FTEs will not exceed 40 hours per week.

Mandatory Requirements:

• The employee shall possess a minimum of a bachelor’s degree in business administration / management, finance, or accounting.
• The employee shall possess one of the following minimum certification requirements:
  • DAWIA career field certification (APDP Level I or higher) in Financial Management (FM) -or- Program Management (PM)
• The employee shall possess at least 10 years of demonstrated program/project management and budget analyst experience in a Department of Defense (DoD) or federal service work environment; OR at least 20 years of demonstrated program/project management experience managing project strategy development, budget, cost, schedule, performance, and product delivery parameters.
• The employee shall possess demonstrated experience with the Planning, Programming, Budgeting, and Execution process; program planning and baseline establishment; requirements management; contracts and agreements administration; analyzing obligations and expenditures.
• The employee shall possess demonstrated experience with budget programming and execution for multi-million-dollar valued programs; and managing multiple funding types.
• The employee shall possess a demonstrated understanding of fundamental fiscal restrictions/regulations and various types of contract vehicles.
• The employee shall possess demonstrated experience in developing program cost estimates to establish program cost positions for higher level review; and collecting cost data from various sources for analysis.
• The employee shall possess demonstrated experience with developing and writing technical documentation and briefings for higher level leadership. Examples may include program management reviews, budget/financial execution reviews, program assessment and status reports using DoD electronic reporting systems.
• The employee shall have a signed Non-Disclosure Agreement (NDA) in place based on the potential access to confidential, proprietary, and/or sensitive information. The NDA shall be provided to the Government Program Manager by start of performance.

Highly Desired Qualifications:

• Experience using Air Force accounting Comprehensive Cost and Requirement System.
• Demonstrated experience working in a STEM (science, technology, engineering, and math) or Research & Development work environment.
• DoD Financial Manager and/or Comptroller professional training and certification.
